Regulation of Telegram: MP Knyazhytskyi initiated a draft law
The European Solidarity party proposed introducing state regulation of Telegram.
This bill was introduced by MP Mykola Knyazhytskyi.
The document concerns not only telegrams but also "similar media distribution platforms".
Knyazhytskyi proposes to introduce
- a ban on the dissemination of illegal materials, such as pornography, glorification of fascism, and justification of Russian aggression;
- an obligation to disclose the ownership structure and sources of funding of telegram channels at the request of the National Council on Television;
- if this structure and sources are found to be opaque, the platform cannot be used by government agencies and financial institutions that process personal data of Ukrainians (it is unclear whether this means the entire Telegram or individual "opaque" channels).
According to Knyazhytskyi, 72% of Ukrainians receive news from Telegram.
