The official who approved the contract for the purchase of "eggs for 17 UAH" was appointed to a position at the Ministry of Foreign Affairs
Rostyslav Zamlynskyi, who served as Deputy Minister of Defence for Finance and Internal Audit under Reznikov, was appointed Ambassador-at-Large of the Ministry of Foreign Affairs.
The Anti-Corruption Center (ACC) learned about this from the official’s declaration - in the annual declaration for 2023, he notes a new position in the Ministry of Foreign Affairs. The appointment probably took place in early 2024.
Previously, it was Zamlynskyi, being in the position of Deputy Minister of Defence, who dealt with financial issues. It was he who, in 2022-2023, agreed on contracts for the purchase of food products for the Defence Forces at inflated prices, in particular, the famous contract with “eggs for 17”.
“It is madness to appoint an official who turned a blind eye to the corruption hell in public procurement by Reznikov as ambassador-at-large. If Zamlynskyi’s job responsibilities in any way relate to weapons, such a decision is criminal,” said Vitaliy Shabunin, Chairman of the Board of the Central Industrial Committee.
According to ZN.ua , at the time the scandal unfolded, Zamlynskyi also controlled all divisions of the Ministry of Defence that were supposed to monitor corruption in the ministry: “including anti-corruption management, internal audit and inspection.”
It is unknown from public sources what exactly “special assignments” Zamlynskyi is responsible for at the Ministry of Foreign Affairs.
