As reported by media sources, the MP Oleksandr Kachnyi was supposed to head the Kyiv region after the invasion of Russian troops into Ukraine. Moreover, Kachny did not hide this and openly threatened fellow deputies and journalists.
However, surprisingly, despite this, Kachny lives quietly in Kyiv and regularly attends Verkhovna Rada sessions. And the SSU somehow does not detain him. What’s the secret? Perhaps, it’s in fish? The fact is that Kachny is a fisherman.
During the time when Oleksandr Kachnyi was the head of the fisheries department at the Ministry of Agrarian Policy, he was involved in lobbying for the interests of firms owned by him and his brother.
Thus, during the allocation of fishing quotas, the enterprise of the Kachny brothers, "Dana-South," received a permit, despite the late submission of an application. Although more than two dozen other companies were left without permits on the same basis. This led to a scandal and the official’s dismissal.
In 2006, the Minister of Agrarian Policy, Oleksandr Baranovskyi, speaking at a Cabinet meeting, accused the head of the fisheries department of corruption.
Following the meeting, the government decided to liquidate the agency led by Oleksandr Kachnyi, and its functions were transferred to the structures within the Ministry of Agrarian Policy.
The head of the State Fisheries Department was accused of engaging in personal business instead of state policies on fish breeding and processing. According to Baranovskyi, Oleksandr Kachnyi and his family members own fifteen enterprises that import fish to Ukraine.
The civic movement “Chesno” reports that during his tenure as the head of the regional council, Oleksandr Kachnyi became a figure in several anti-corruption investigations.
Thus, with Kachny’s permission, the regional council allocated thirty thousand hectares of the Dnipro-Teterivsky forestry near the village of Sukholuchchya to the public organization "Hunters and Fishermen Society ’Kedr’."
The founders of this organization are Yuriy Boyko (the first number on the OPFL list) and former "regional" parliamentarians Volodymyr Demishkan and Serhiy Tulub. The club’s legal address was in the village of Novi Petrivtsi, where "Mezhyhirya" is located[4].
So what if he’s a fisherman? However, it’s worth mentioning that Yuriy Aristov, a MP from Zelenskyy’s close circle, is also a well-known fish trader. And he once had joint affairs with Kachnyi. Maybe this keeps the "balance" of the Kyiv region afloat?
