Journalists stated that the Kyiv City Council deceitfully handed over half a hectare of land in the Holosiivskyi district of the capital to a company associated with the Suprunenko brothers, who are close to former mayor Leonid Chernovetskyi.

This is stated in a report by investigative journalists from Bihus.Info.

The investigation notes that a company associated with the Suprunenko brothers rented half a hectare of land in the Holosiivskyi district.

"This became possible thanks to the ’toilet scheme’ — an old trick of developers. First, fictitious real estate, such as a booth or wooden toilet, appears on the plot. Then this ’property’ is used to demand land under it either for rent or ownership," the journalists explain.

As the journalists found out, local residents opposed construction on this plot because they would practically lose access to their residential complex.

"Thus, at first, Klychko’s deputy Volodymyr Bondarenko promised the residents a memorandum, stating that construction would only begin once the HOA and Suprunenkos agreed on all points. However, three years later, the land was secretly leased out. To the Suprunenko circle. With the ability to build without any memorandums," the investigation states.

Journalists claim that officials quietly added a provision about Holosiivska into a completely different decision — concerning land in Podil. And Kyiv council members voted without knowing exactly what for.

In the Kyiv City State Administration, they responded to the journalists’ publication. Deputy Mayor and Secretary of the Kyiv City Council Volodymyr Bondarenko assured that he became aware of the illegal attempt to sell a land plot, which is leased to LLC "Menapolis" in the Holosiivskyi district, after the publication of the journalistic investigation. According to him, the city authorities will consider terminating the lease agreement with the company.

"It is impossible to sublease or sell land plots of communal ownership without the decision of the Kyiv City Council. Such a condition is included in the Land Code of Ukraine and the Law of Ukraine ’On Land Lease,’ as well as in the terms of the corresponding land lease agreements," states Bondarenko in a post on his Facebook page.

He reported that the decision to allocate this land plot was made at the end of 2021 with a suspensive condition for the future, which contradicted the law, as decisions of an individual nature take effect from the moment of their adoption. In 2024, in connection with the adoption of the Law of Ukraine "On Administrative Procedure," the specified decision was brought in line with the requirements of Article 73 of the Law of Ukraine "On Administrative Procedure" regarding the entry into force.

"At the same time, development of the specified land plot is impossible due to the lack of urban planning documentation. Specifically, there is no detailed plan of the territory or urban planning conditions and restrictions. However, the attempt to sell the land plot could be a significant violation of the lease agreement and, accordingly, a violation of Ukrainian law," Bondarenko said.

The official assured that, on the instruction of Kyiv Mayor Vitaliy Klychko, he approached the relevant Deputy Head of the Kyiv City State Administration, Petro Olenych, and departments with a request to consider terminating the lease agreement with the specified company for this land plot.
