Reconstruction of the National Guard’s commandant’s office will be carried out for 116 million, at inflated prices in the estimate

On November 29, the Military Unit 3078 of the National Guard of Ukraine ordered the reconstruction of a single-story utility building into a command unit building with a canteen in Kyiv from LLC "Project Engineering Company "Genesis" following the results of a tender for UAH 116.27 million.

By the summer of 2026, the contractor should carry out dismantling work, replace old lighting, power supply, heating and water supply systems, insulate and waterproof the walls, and finish the facades. Additionally, the reconstruction includes interior decoration of the premises, laying floor coverings, installing plumbing, landscaping, and greening the area. The funding for this year is foreseen to be UAH 1.80 million, for the next year – UAH 75.19 million, and for 2026 – UAH 40.00 million. The contract price is fixed.

In the summary of resources, the largest amount of UAH 2.60 million is allocated for ceramic single bricks of grade M150 at UAH 11.79 each (hereinafter, prices and amounts are indicated with VAT).

The building materials base "Kub" in the capital sells such at UAH 10.26 each, the "Kyivbud" store – at UAH 9.20 each, and "Trivita" – at UAH 8.90-9.00 each from the warehouse in the capital, which is 13-25% cheaper.

The flexible waterproofing mixture, analogous to Ceresit CR 66 [component A] + [component B], was laid down at UAH 146 per kg. The metropolitan "Epicenter" sells it at UAH 99 per kg, "Stroymag" – at UAH 97 per kg, and the "Kub" base – at UAH 95 per kg. This is at least 32% cheaper than the budgeted price.

Sand was accounted for at UAH 1,207 per cubic meter. KBS offers black soil at UAH 766 per cubic meter, "Ektabud" – from UAH 400 per cubic meter, "BMS Logistics" – at UAH 400-450 per cubic meter, 2-4 times cheaper.

Thus, in 10 analyzed positions, the potential overpayment could amount to at least UAH 3.00 million, equivalent to 31 daily drones Mavic 3E Enterprise.

The estimate includes an average salary for a worker of UAH 13,708. According to the Pension Fund, the average salary indicator for calculating pensions is higher – UAH 18,021, and the average salary according to vacancies in construction on the "Work.ua" portal in Kyiv is much higher – <а href="https://www.work.ua/salary-odesa-construction-architecture/">UAH 24,000.

The only competitor was Kyiv’s LLC "IBK Smart Renovation", directed by Yuriy Duchuk.

The participants were required to confirm the availability of equipment, qualified workers, and experience in executing a similar construction, reconstruction, or major overhaul contract. The winner confirmed their experience with a contract for the reconstruction of a property complex building in Kyiv."

"PEC "Genesis" was registered in the capital in 2021. The company is managed and owned by Vadym Svintozelskyi from Rivne region. In the state register, it shares a phone number 0443842378 with LLC "Kosta-Project," directed by Valentyn Tsvilyuk. "Genesis" has received a state contract for the first time, while "Kosta-Project" has tendered UAH 161.89 million since 2016.
