Corruption worth millions: how Myaskovskyi turned the Zhytomyr tax office into a money factory
Acting Head of the Main Department of the State Tax Service in the Zhytomyr region, Oleksandr Myaskovskyi, is an ambitious and greedy character who has headed the Zhytomyr region for the second time, winning the battle for the chair of the head of the Main Tax Department in the Zhytomyr region against Teodoziya Chernetska.

Subsequently, the cash flow that went through Teodoziya Chernetska, specifically through her friend and right hand, Nadiya Oliynyk, is now distributed between them. In other words, even after leaving the chair of the head of the Main Tax Department in the Zhytomyr region, she still receives her percentage. Nadiya Oliynyk and her team, who she brought from Lviv, remain in their positions in the Main Tax Department in the Zhytomyr region.
He tried to place "his" people in prime positions (Head of the Department for Excise Goods Control Pavlo Sikhnevych, Head of Licensing Department Valeriy Chaikovskyi, Head of Actual Inspections Department Serhiy Yaremchuk, Risk Management Head).
There was confusion with the head of the tax audit department as he was appointed from Kyiv. Myaskovskyi had to agree to this candidate, but with his skills, he quickly found common ground with the new audit head, and they began working full throttle.
The number of documentary audits has increased, and among business entities, there are rumors that the leadership of the Zhytomyr tax office is very lenient towards such inspections if they are visited before and an agreement is reached on the final results.
The fee for the inspection is $10,000-$20,000 in cash (depending on the company’s turnover), and, of course, a bit in penalties in the inspection report. Responsible for this area is Dmytro Prysyazhnyuk.
The cash controllers similarly do not lag behind in filling the black cash register. The prices there differ slightly: 10,000-50,000 UAH per inspection in cash and a bit against the report’s fines. But considering the department conducts 100-150 inspections a month, the figure is quite substantial. There are also entities on a "monthly basis," which amounts to 30,000-50,000 UAH per entity depending on the number of their sales points. Responsible for this area is Serhiy Yaremchuk.
The excise department is also not trailing behind. Issuing fuel licenses costs $1,000-$5,000 (depending on the entity and available documents), issuing alcohol and tobacco licenses costs 1,000 UAH - 3,000 UAH.
Actual inspections by the excise department face a similar situation to the cash controllers – a steady cash fee and a bit of penal sanctions in the report.
Providing "protection" to spirit and cigarette producers involves completely different figures measured in tens of thousands of evergreen US dollars. Responsible for this area are Pavlo Sikhnevych and Valeriy Chaikovskyi, although Chaikovskyi was recently documented and detained by law enforcement for systematic extortion and receiving money.
And, of course, the icing on the cake - the risk management department. Not including enterprises at risk or removing enterprises from the risk list costs 1%-3% of the turnover.
The VAT refund fee is 15%-17%. And all of this black cash flows through "his" people to Myaskovskyi, but must be done by the 5th of the month, because, as he says, he needs to take the "cash" to Kyiv.
