In Kyiv, a scheme was uncovered involving the embezzlement of 107 million hryvnias on fictitious security for "Kyivpastrans"

A large-scale scheme of embezzlement of funds intended for the protection of Kyiv’s transport infrastructure during the full-scale war has been uncovered in Kyiv.

This became known from the criminal proceedings under Part 4 of Article 191 of the Criminal Code.

According to the investigation, the heads of private security companies, together with officials of the municipal enterprise "Kyivpastrans," organized fictitious security services during the directorship of Dmytro Levchenko, causing damages to the budget amounting to 107 million hryvnias.

Throughout 2023, "Kyivpastrans" conducted tenders and signed contracts with three security companies:

SE "APB ’Atlant’" (code 31507775)
SE "Delta Service" (code 31507801)
LLC "National Security" ("Black Stone Security," code 42089374)

According to the contracts, these companies were to provide round-the-clock protection of Kyiv’s transport infrastructure objects, particularly in the Svyatoshyno district, with professional security personnel possessing appropriate qualifications.

However, the investigation revealed that instead of providing real security, the companies simulated the provision of services:
They did not have a sufficient number of guards on staff to fulfill the contract conditions.
Unemployed individuals without the necessary qualifications were involved in shifts.
Some security posts were effectively left unguarded, although budgetary funds were paid for them.

Investigators established that the tenders were organized for specific companies, and "Kyivpastrans" officials did not verify whether the contract conditions were being fulfilled. This allowed firms to receive millions in payments for services that were essentially not provided.

Currently, the investigation is being conducted by the Main Directorate of the Security Service of Ukraine in Kyiv and the Kyiv region. Investigators have already obtained evidence that budget funds could have been diverted through fictitious firms.
