Former officials of "Kyivpastrans" are suspected of embezzling over 8 million hryvnias in tire procurement

The former production director of KP "Kyivpastrans" Pavlo Kyrylyuk and the head of the material and technical support department are suspected of embezzling over 8.2 million hryvnias by inflating prices for tire purchases for city transport.

This information became known from the materials of the relevant criminal proceedings.

In November 2022, Kyrylyuk, along with the head of the material and technical support department, developed a scheme for the illegal appropriation of budgetary funds.

Officials initiated the purchase of tires for public transport, even though there was no actual need for them.
After this, the tender documentation was deliberately included with prices that significantly exceeded the market value. The purchase was announced through the Prozorro system, but due to created artificial restrictions, no company, except the required one, could participate in the tender. After the tender was canceled due to the absence of participants, the officials signed a direct agreement with pre-determined companies.

Episode 1: LLC "Bachata" – losses of 3.25 million UAH. In December 2022, KP "Kyivpastrans" signed an agreement with LLC "Bachata" for the purchase of tires for trolleybuses for 12.5 million hryvnias. The actual market value of the tires was significantly lower, so the inflated price led to the embezzlement of funds. The tender was canceled, but the fraudsters made a direct agreement, without competition.

Episode 2: LLC "TD "Nortek" – losses of 5 million UAH. At the end of 2022, the officials repeated the scheme with another company – LLC "TD "Nortek", with whom they signed an agreement for the supply of tires for 10.6 million UAH. As in the previous case, the real value of the goods was significantly lower, which allowed for the embezzlement of funds.

The money under the contract was transferred from December 2022 to July 2023. Kyrylyuk has been notified of suspicion of committing a criminal offense under Part 5 of Article 191 of the Criminal Code of Ukraine – appropriation or embezzlement of property in particularly large amounts.
