Shmyhal updated the Ministry of Defence team: among the deputies are military personnel and former advisors
On the eve of the appointment, Lieutenant General Ivan Havrylyuk was appointed as the first deputy minister of defence. He held the positions of deputy and first deputy in the Ministry of Defence from 2023 to 2025. Previously, he worked as an advisor to the Commander of the Logistics Forces of the Armed Forces of Ukraine and as the deputy chief of the General Staff of the Armed Forces of Ukraine.
Regarding other deputies of Shmyhal, Serhiy Boyev previously worked as the deputy minister for European integration at the Ministry of Strategic Industries. Since April 2025, he has been the deputy minister of defence of Umyerov.
Anna Hvozdyar held the position of director of Serhiy Prytula’s Charity Foundation from 2020 to 2023, and since September 2023, she has been serving as the deputy head of the Ministry of Strategic Industries.
Oksana Ferchuk will work as the deputy minister for digital development. In 2022, she was an advisor at the Ministry of Defence, focusing on the digitization of logistics processes.
Two other deputies also have military experience. Colonel Volodymyr Zaverekha has 22 years of military service and work in the defence sector, while Major Yuriy Myronenko was a UAV unit commander at the start of the full-scale invasion and became the deputy head of the Ministry of Digital Transformation in 2024.
