In Kyiv, 10% of shelters exist only "on paper" – Ombudsman

This was reported by the Commissioner for Human Rights of the Verkhovna Rada, Dmytro Lubinets, on Telegram.

As noted, last month the Ombudsman’s Office began inspecting shelters in different regions of the country. In particular, more than 50 monitoring visits were conducted in all 10 districts of Kyiv.

"Most shelters are properly equipped: there is lighting, seating, drinking and technical water, first aid kits," Lubinets said.

At the same time, the ombudsman described the situation with 12% of the capital’s shelters as the most dangerous. They are marked on the map but do not actually exist or are not used for their intended purpose.

"We initiated the removal of such objects from the maps so that people do not rely on imaginary protection," the message states.

A number of significant shortcomings were also identified:

• 27% of shelters were found to be inaccessible to people with disabilities,
• 24% lacked first aid kits,
• 23% had no stock of drinking water,
• 14% lacked signs and navigation,
• 13% had an insufficient number of seats.
