The developer of the Odesa residential complex "Yakorya" was found to have a forged designer’s license
The scandalous developer Ihor Kurylko was engaged in design using a forged license. This became known during the investigation of the criminal case 12014160470009355 dated 15.11.2014 regarding the businessman’s failure to comply with a court order.
The construction businessman Ihor Kurylko falsified the decision of the Odesa Regional State Administration to issue a license to his company LLC "IVK and Partners Law Firm" for the development of project documentation. This is confirmed by an official letter from the Odesa Regional State Administration (RSA), which is part of the criminal case materials.

In it, regional officials stated that they do not have the original decision No. 888 dated 08.10.2007 to issue a license to LLC "IVK and Partners Law Firm".
The lack of a license for Ihor Kurylko’s company was also confirmed by the State Architectural and Construction Inspection of Ukraine (SACI). They stated: “the licensing file includes only an (unedited) photocopy of the decision of the Odesa RSA on issuing a license for construction activities series AV No. 369562.” Thus, even in the licensing file stored at the SACI Ukraine, there is no legitimate decision by the Odesa RSA to issue the permit.

Moreover, the licensing file in the archive of SACI Ukraine is missing a properly certified copy of the designer’s license itself.

Thus, the investigation concluded that instead of legitimately obtaining a license, Ihor Kurylko decided to engage in deception and fabricated the Odesa RSA’s decision to issue a designer’s license using Photoshop (randomly assigning the number “888” to the decision) and also forged the license form itself. He submitted both documents as photocopies to avoid criminal liability for forgery.
This manipulation was carried out by Kurylko to erect illegal construction on the seized land plot at 6 Line of 6 Station, Lyustdorf Road, 27 and 29.
However, despite Kurylko’s tricks, he could not avoid criminal responsibility, and his deception surfaced, justifiably bringing him closer to jail.
After a house appeared on the land plot taken from the city, a claim was filed with the Prymorskyi Court asking to cancel all permits and title documents obtained by Kurylko based on forged photocopies and, of course, through bribes.
The Prymorskyi Court, in turn, obliged LLC "IVK and Partners Law Firm" to provide all design documentation for the object built on the illegally occupied plot with its decision.
Since all documents of Kurylko were fake, his company did not produce any design documentation.
Accordingly, he failed to comply with the Prymorskyi Court’s requirement to provide all the documentation available to "IVK and Partners Law Firm", which led to the registration of the above-mentioned criminal case for failing to comply with a court decision.
At present, the investigator of the Main Investigative Department of the National Police in the Odesa Region is preparing to notify citizen Kurylko of suspicion in committing the crime, namely the failure to comply with a court decision.

Other Schemes of Mr. Kurylko
According to the Unified State Register of Legal Entities, the founders of LLC "IVK and Partners Law Firm" are Ihor Kurylko and his wife, Khrystyna Kurylko.

Ihor Kurylko is known in Odesa as a lawyer and fraudster.
Earlier, he was involved in a scam with the "European" residential complex, which was only half built and therefore not put into operation. Later, it was discovered that Kurylko orchestrated a fictitious bankruptcy of the developer company through the Economic Court of the Odesa Region. The stolen 5 million US dollars were pre-cashed through shell companies.
Some time later, 20 meters from the "European" residential complex, he created another construction pyramid - the "Yakorya" (Anchors) residential complex. Kurylko decided to cut corners and built the "Yakorya" residential complex using falsified documents on the site of a kindergarten, preventing the building from being commissioned (opposing the master plan).
All the permits for "Yakorya" were canceled, and now the residential complex awaits demolition.
Ihor Kurylko refuses to return the money to investors, promising that he will "resolve" everything.
