Mobilization in Ukraine: which enterprises can reserve 100% of workers
The procedure for reserving employees determines the norm of 50% of all employees of an enterprise liable for military service, however, the current legislation provides for certain exceptions.
The Cabinet of Ministers changed the procedure for booking workers by adopting Resolution No. 650. Lawyer Rosttslav Sobotnyk, in a commentary to NV, told which of the men would not be able to be mobilized into the Armed Forces of Ukraine.
The procedure for booking employees: who does it concern?
According to Rostyslav Sobotnyk, the procedure for booking workers includes:
- ultimate beneficial owners of enterprises;
 - members of the supervisory boards of business entities that are of strategic importance for the economy and security of the state, if the value of their assets or the annual amount of net income exceeds 200 million hryvnia, and especially important for the economy of enterprises, the value of whose assets is more than two billion hryvnia or the annual amount of net income exceeds 1 .5 billion hryvnia;
 - holding the positions of prosthetists-orthosists, prosthetic technicians-orthotics, engineers-technologists-prosthetics, prosthetic engineers, mechanics of prosthetic and orthopedic products when they perform at least 50% of the standard working time during the last three months.
 
Who can book all workers
The procedure for reserving employees determines the norm of 50% of all employees of an enterprise liable for military service, but there is an exception. In particular, restrictions do not apply to:
- enterprises of the fuel and energy complex and their contractors that are engaged in the construction, repair, restoration, manufacture or supply of equipment, provide services, and carry out other engineering and technical activities related to the uninterrupted functioning of the energy system and gas transportation system;
 - enterprises servicing life support systems and their contractors;
 - technical workers included in the emergency recovery teams of enterprises that ensure the operation of electronic communication networks during blackouts and perform emergency restoration work of electronic communication networks in Dnipropetrovsk, Donetsk, Zaporizhzhya, Kyiv, Luhansk, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson, Chernihiv regions and Kyiv;
 - an enterprise performing the functions of a technical administrator of the Unified State Web Portal of Electronic Services, a fund that provides financial support to ensure the development of innovations and technologies for defense needs, and enterprises that have received grants;
 - enterprises performing work on the construction of fortifications;
 - UN specialized agencies, foreign diplomatic institutions in Ukraine, foreign diplomatic institutions of Ukraine, representative offices of international organizations critical for the functioning of the economy;
 - representative offices of donor agencies, implementers of international technical assistance projects that are considered critical;
 - To the Ukrainian Red Cross Society, Ukrainian non-governmental organizations implementing humanitarian projects funded by international partners;
 - UN specialized agencies, international judicial bodies, international and non-governmental organizations and institutions, of which Ukraine is a member, participant or observer;
 - organizations that include full-time teams of Olympic, non-Olympic sports and sports for persons with disabilities.
