Cabinet of Ministers has updated the criteria for reservation and definition of critical enterprises

The Cabinet of Ministers has completed the audit and from December 1 will introduce a new procedure for reserving and identifying enterprises that are critical for the economy.

This was announced by the Prime Minister of Ukraine, Denys Shmyhal.

"The audit revealed several problematic aspects that need to be addressed," he stated.

Thus, the new procedures for reserving and criticality will come into effect on December 1. All regional and sectoral criteria for enterprise criticality will now be coordinated with the Ministry of Defence and the Ministry of Economy.

For the private sector, the criteria will be wages and the absence of debts to the budget — these are mandatory conditions for reserving employees.

"In particular, both the average wage at the enterprise and that of the reserved employee must be at least 2.5 times the minimum wage. This will help reduce the risk of abuses where companies employ workers to achieve a ’shadow’ agreement on reservation," Shmyhal said.

In addition, all reservations from December 1 will be conducted through "Diya". Monthly monitoring of enterprises and organizations will be carried out to ensure their compliance with all criteria, explained the Prime Minister.

For all those who already have deferrals, a transition period to the new conditions will be introduced, lasting until February 28.

By this time, all enterprises must update the reservation of their employees according to the new conditions, regardless of how and when it was initially done.
