Bila Tserkva deputy Polyarush again digs up millions to repair cemetery under the guise of restoration

People’s Servant Polyarush is once again trying to embezzle 5 million UAH during the renovation of the "Sukhyi Yar" cemetery in Bila Tserkva.

The People’s Servant of Kyiv region, Oleksandr Polyarush, who is still the deputy mayor of Bila Tserkva, continues to exploit the community’s budget through the company LLC "BilotserkivRozOptTorg".

Through this company, over several years, Polyarush and his associates have extracted more than 400 million UAH. The nominal owner of the shell company is Polyarush’s old friend, former regional Ivan Pavlenko, against whom more than one criminal case is open.

Never and now again, "suddenly" LLC "BilotserkivRozOptTorg" wins the tender for the capital renovation and restoration of the "Sukhyi Yar" cemetery in Bila Tserkva, Kyiv region, for a sum of thirteen million UAH.

The customer for the repair works is the Housing and Communal Services Department of the Bila Tserkva City Council, which is subordinate to Polyarush.

Moreover, the financing of this repair is deliberately delayed for two years to further increase the price.

The State Audit Service immediately noticed that Polyarush tried to hide from the public the justification of the technical and qualitative characteristics of the procurement item, the justification for the amount of budget allocations, the expected cost of the procurement item in accordance with the requirements of paragraph 4-1 of the resolution of the Cabinet of Ministers of Ukraine dated October 11, 2016 No. 710 "On the effective use of state funds" (with amendments) and did not post this information on the website.

However, firstly, the cemetery has been used to divert budget funds for several years and these works were attempted to be pushed through back in May 2024 at a much higher price - 15 million UAH.

At that time, the media actively discussed the embezzlement of budget funds by Polyarush and his entourage, and an old scandal with Polyarush’s corrupt company resurfaced – the story of how LLC "BilotserkivRozOptTorg" in 2016 performed scandalous restoration works at the Bila Tserkva Park of Glory for several million UAH, where just the "painting of the toilet" cost several tens of thousands of UAH.

In 2023, journalists from the "Nashі Groshi" project began to closely study who received contracts for civil construction through "Prozorro" in 2020-2023, and the criminal firm Polyarush was included in their list. Questions and journalist inquiries began.

Thus, they decided to wait it out and canceled the tender, which was later conducted, but two million UAH cheaper.

Secondly, an additional nine million UAH was allocated in November 2024 for the reconstruction of the "Sukhyi Yar" cemetery. The contractor is LLC "BilotserkivRozOptTorg".

The prices for the works are significantly inflated, which is quite "normal" for the schemes of Polyarush and his partner Ivan Pavlenko.

More than half a million UAH will be spent from the budget only on a public toilet, and the cost of one flagpole is 13 thousand UAH.
