The judge of the Pechersk Court of Kyiv, Roman Novak, found himself in two scandalous situations: he is accused of making an illegal decision to arrest the property of a serviceman. In addition, the origin of his real estate and other assets has drawn the interest of the NACP.

According to the publication, judge Novak made a decision to arrest the property of an active serviceman in violation of the law. “...the state protected them during martial law and 90 days after its end from the actions of the executive service and related court decisions. This is stated in the law on executive service, para.1 of Article 34, and law 7414 of 2022. In general, the requirements of these documents are fulfilled in the country, but not in the Pechersk court, where Roman Novak arrested the property of a serviceman on June 1, 2022, and on October 30, 2024, made a property-related decision regarding him, already a war veteran of the 3rd group, and his wife,” the publication states.

At the same time, according to journalists, the defendants have not yet received the full decision of judge Novak to have the opportunity to appeal it.

Furthermore, as the media discovered, judge Roman Novak is undergoing a full investigation by the NACP – and this is appointed in cases where the origin of the property declared by the official raises suspicions. In particular, the publication states that Roman Novak owns more than 15,000 m2 of land in various districts of the Kyiv region, including a prestigious plot near the capital. The judge and his relatives also own two houses near Kyiv and an apartment in Kyiv, as mentioned by Roman Novak in his declaration.

“It’s easy to calculate that the total value of this real estate, even by modest estimates, exceeds one million dollars. And the average salary of a first-instance judge – that is what the Pechersk Court in Kyiv is – in Ukraine is 63 thousand hryvnias,” the publication notes.

Judge Novak has also repeatedly been subjected to disciplinary liability for violating procedural norms of the judiciary. According to journalists from Bihus.info, judge Novak repeatedly made decisions in favor of the close entourage of former President Viktor Yanukovych even after his escape from Ukraine.
