NABU uncovered a corruption scheme with fake workers at the Odesa port

A corruption scheme related to hiring fake employees for managerial positions at the enterprise was discovered at the Port of Odesa.

This became known from the materials of the criminal proceedings by NABU under Part 5 of Article 191 of the Criminal Code.

The case was based on the findings of auditors. The State Audit Service conducted an unscheduled inspection of the SE "Odesa Sea Commercial Port" for the year 2019. The audit revealed serious violations: salaries were being paid to employees who did not actually work.

According to the audit, in 2019, the timesheets of the Port indicated full working days for some employees who were not actually present at their workplaces. In particular, it was established that:

Some employees did not even visit the territory of the enterprise, which is confirmed by data from the Odesa branch of SE "USPA," which is responsible for the access control regime.

An individual was hired for the position of project manager in April 2019 and worked until August. During this time, they were credited with 138,000 UAH in salary, of which 109,000 UAH was paid. Overall, 4.9 million UAH in salaries was credited to employees who did not fulfill their duties, and 497,700 UAH in unified social contributions was transferred. No suspicions have been issued yet.

The duties of the director of the Odesa port in 2019 were performed by Viktor Voytko, a native of Vinnytsia region, who is connected to Volodymyr Hroysman.
