New rules for conscripts: discount on fines and increased control
The Verkhovna Rada of Ukraine passed the draft law No. 12093 in the first reading, which introduces changes to the rules for conscripts.
According to the document, if a person who failed to appear at the Territorial Center for Recruitment and Social Support (TRCSS) to update military registration data, or evades mobilization, pays a fine within 10 days, the amount of the penalty will be reduced by 50%.
This innovation may motivate those who deliberately or inadvertently ignored the call to the TRCSS to promptly resolve the situation.
However, the draft law also contains a number of other provisions that may not be appreciated by those trying to avoid visiting the TRCSS. It includes strengthening the responsibility for systematic evasion, increasing fines for repeated violations, and introducing new mechanisms for controlling conscripts.
The proposals have sparked active discussion in society, as many citizens fear the increase of administrative pressure. Meanwhile, deputies emphasize that the changes are aimed at improving military registration and enhancing the country’s defense capability.
The draft law awaits a second reading, and it is likely that amendments will be made to it.
