The mayor of Drohobych in the Lviv region, Taras Kuchma, was served with a decree imposing a fine for violating mobilization measures. To deliver the decree, he was first invited to the local Military Commissariat, and when he did not appear, the leadership of the Military Commissariat sent a letter to the police regarding forced delivery.

On the previous day, January 27, the Association of Ukrainian Cities published an open appeal to the president regarding pressure on local self-government bodies. The Association’s outrage was caused, in particular, by the letter from the Drohobych District Military Commissariat and Joint Staff to the police about the forced delivery of mayor Taras Kuchma to the Military Commissariat.

Taras Kuchma told journalists that he was supposed to appear at the district Military Commissariat and Joint Staff on Unity Day, January 22, but he explained his absence by planned official events and a meeting with a fallen soldier scheduled for that day.

"We sent a letter explaining that we would not appear and if there are any questions, write to us, we will respond. The leadership of the Military Commissariat reacted by sending a letter to the police about the mayor’s forced delivery," said Taras Kuchma.

At the same time, the mayor clarified that he was not forcibly delivered to the Military Commissariat as he arrived there himself. It was revealed that a decision on administrative penalties was made not only against the mayor of Drohobych but also against mayors of other cities in the region (Truskavets, Skhidnytsia, Boryslav, Medenychi) for failing to fulfill mobilization tasks and violating mobilization measures, according to the instruction of the district administration head. Such a violation entails a fine of about 36,000 UAH.

Taras Kuchma disagreed with this decision by the Military Commissariat, believing that mayors do not have the authority to deliver people to the Military Commissariat.

"There is a decree that forces us to perform mobilization tasks without granting authority. How can a mayor deliver people to the Military Commissariat for conscription?" said the mayor, stating his intention to appeal the fine imposed on him.

"I am not going to pay it, I will appeal it. How can I? Am I supposed to drag them by the ears, or what? How do they imagine this? Do I have an army, a police force? What do I have?" argued Taras Kuchma.
