DPS official Kondratyuk was exposed for concealing assets worth 5.4 million hryvnias – NAPC
Serhiy Kondratyuk, deputy head of the Western Interregional Office of the State Tax Service for working with large taxpayers, was embroiled in a scandal. The National Agency for the Prevention of Corruption (NAPC) found that his declaration contained false information amounting to more than 5.4 million hryvnias. This concerns both real estate and vehicles that were actually at his disposal but were not declared.
One of the main points of the investigation was an apartment in Lviv, with an area of 57.8 square meters, registered to Mariya Shpelyk. Kondratyuk claimed that his son Roman lived in this apartment without any rental agreements. However, the NAPC investigation showed that it was Serhiy Kondratyuk who paid the utility bills and internet for this apartment monthly. Moreover, he regularly made purchases in stores and establishments nearby. At the same time, the official declared his official residence to be the village of Volia-Kovelska in Volyn region, although the distance to his workplace in Lviv is 185 kilometers.
Serhiy’s son, Roman Kondratyuk, received a salary from LLC "Senat Agency" in 2023, where he was listed as director. The office of this company is located in Kyiv, although the official address of the apartment where he allegedly lived is in Lviv. Notably, on September 29, 2023, Roman issued his father a power of attorney for the management of all his property, and on October 13, he went abroad and has not returned since.
Another point of accusation was the use of a 2023 Volkswagen Touareg car, registered to his son. This car was repeatedly spotted near the residence of Serhiy Kondratyuk in Lviv. Moreover, the official received fines for traffic violations in October and November 2023, already after his son went abroad. Also, Kondratyuk did not declare the actual amount received from the sale of another car — a Skoda Kodiaq, which belonged to his wife Halyna.
The NAPC transferred the case materials to law enforcement agencies, since the total amount of falsely declared assets exceeds 5.4 million hryvnias. Sergiy Kondratiuk faces accountability under Article 366-2 of the Criminal Code of Ukraine, which provides for punishment for knowingly submitting false information in a declaration.
This case underscores the importance of transparency and accountability among public officials, especially those who hold high positions and work with large taxpayers. The NAPC continues to actively identify such violations to prevent corruption and ensure fairness in the tax system.
