Millions for three: "Ukrposhta" contractors win tenders with only a few employees

The contractors of the state-owned "Ukrposhta" continue to amaze.

2 private companies won Ukrposhta’s tenders in 2025 for transport services. However, the companies officially employ only 2 and 3 people. Since 2022, LLC "Trans Star" and LLC "United Transport Service" have been contracted to provide services to Ukrposhta amounting to 646 million UAH.

The state company is increasingly involving private firms for the transportation of cargo and parcels. On April 11, 2025, Ukrposhta signed an agreement with LLC "Trans Star" for 69 million 998 thousand 880 UAH (including 20% VAT) following the tender results. For this money, the company will provide freight forwarding services (organization of cargo transportation) using cargo minivans, trucks with carrying capacities of 3-5 tons, 10 tons, and 18 tons or more. A total of 1.84 million kilometers will need to be covered by the end of 2025 within the Chernihiv, Cherkasy, Zhytomyr, and Kyiv regions.

On April 8, an agreement was signed with LLC "Trans Star" for 26 million 499 thousand 780 UAH (including VAT). Here, transportation is required for a total of 685,000 kilometers by the end of 2025 across the Vinnytsia, Kirovohrad, Mykolaiv, Odesa, Kherson (excluding temporarily occupied territories), Khmelnytskyi, and Chernivtsi regions.

LLC "Trans Star" is one of the largest contractors of the state-owned "Ukrposhta," collaborating with it since at least 2021. Throughout this time, the company has signed agreements for transport services amounting to over 511.7 million UAH. Interestingly, according to official information, the company employs only 3 individuals.

The company neither owns any vehicles nor real estate. It rents 54 trucks and minivans with drivers from various individual entrepreneurs and LLCs. These entities employ the necessary people for "Ukrposhta," who receive identification from "Trans Star" and fill out invoices. The company does not involve subcontractors.

According to the analytical system YouControl, LLC "Trans Star" was founded in 2017 in Kharkiv. The owner and director is Artem Mukhoyan, and Hanna Mukhoyan serves as deputy director.

Besides "Ukrposhta," the company also provides services to private companies. In 2018, it worked with the Pirana Beauty and Cleanliness Factory (3.06 million UAH) and the EVA store network (4.47 million UAH). Among the service clients were state-funded entities such as "Turboatom," the Institute of Educational Content Modernization, the National Academic Drama Theater named after I. Franko, and the Luhansk Regional Music and Drama Theater for a total of 2.75 million UAH.

Another company profits from outsourcing. This is LLC "United Transport Service." On January 23, 2025, Ukrposhta signed an agreement with this company for freight forwarding services for 58 million 799 thousand 640 UAH (including VAT). This involves transporting cargo over 1.53 million kilometers across the Volyn, Zakarpattia, Ivano-Frankivsk, Lviv, Rivne, and Ternopil regions during 2025.

Unlike the agreement with "Trans Star," Ukrposhta also envisaged the entry of vehicles into exchange points (at 38-42 UAH each time). In November 2024, an agreement was already signed with LLC "UTS" for organizing transportation for that year for 80.9 million UAH over 2 million kilometers.

This company employs 2 people. As subcontractors, firms having both vehicles and drivers will be involved: LLC "Legit Trans" from Volyn, LLC "RV DAF" from Rivne, LLC "Alimax-Group" from Lviv, individual entrepreneur Viktor Polishchuk from Kyiv.

LLC "UTS" was founded in Kyiv in 2021. The director and owner is Illia Horbatenko. From similar agreements necessary for "Ukrposhta," "UTS" has provided services for LLC "Automuv" and LLC "S-F IVA" - for 1 million UAH each. Apart from "Ukrposhta," the company does not have significant state contracts, only providing small services worth 200 thousand UAH.

In other companies engaged by state-owned "Ukrposhta," the situation differs somewhat: "Royal Trans Company" Private Enterprise has 6 employees, but 30 of its own vehicles and 4 in use. "Avtoline Odesa" LLC has 32 employees, 40 vehicles owned, and 7 in use. "Kit-Cargo" LLC has 24 employees, 45 of its own vehicles, and 6 in use.
