Ukraine may ratify the agreement with the United States as early as this week
As early as next week, Ukraine may ratify a historic agreement with the USA on cooperation in the field of subsoil and the creation of an investment fund. The document has unlimited validity, offers profit opportunities for both parties, and does not require amendments to the Constitution.
This was stated by the First Deputy Chairman of the Verkhovna Rada of Ukraine, Oleksandr Korniyenko, during a telethon. According to him, the likelihood of the issue being put to a vote is very high, although the exact date, as always, is not officially announced.
Kornienko emphasized that he believes in a positive decision by the parliament, as the agreement is truly historic for Ukraine. "I believe it will gather the necessary number – 226 votes," the politician stated. The agreement with the USA is expected to be a significant step towards Ukraine’s energy independence, attracting foreign investments, and integrating into global economic processes.
According to Korniyenko, the document concerns "our shared future with the United States," and Ukraine will have the chance to remain in the focus of attention, support, and investments from the world’s most powerful economy. He also assured that the ratification of the agreement will not require changes to the Constitution of Ukraine.
"So far, there is no talk of changes to the Constitution. The international agreement does not require any amendments," he said. At the same time, adjustments to the current legislation may be needed for the practical implementation of the agreement’s provisions.
When asked whether a conclusion from the Constitutional Court is needed before ratification, the Deputy Chairman of the parliament noted that such a practice does not exist. He emphasized that the relevant parliamentary services will check the document for compliance with the Constitution. "I want to remind everyone who would like to manipulate this topic: we have the only constitutional body that determines constitutionality - the Constitutional Court of Ukraine," Korniyenko stressed.
Although no official date has been announced, several sources indicate the likelihood of voting on the agreement on May 8. In particular, MP Yaroslav Zheleznyak reported that an emergency parliamentary session might take place on that day.
Korniyenko noted that rapid ratification is a joint position of both the president and the government. According to him, in the context of aggressive actions by the Russian Federation, especially on the eve of May 9, it is important to demonstrate unity and strategic partnership with the USA. "We need to give our American partners, President Trump, very serious grounds to say that security-wise we are moving together with the USA towards a just peace in this terrible war," he said.
According to Zheleznyak, only the main part of the agreement requires ratification. The other two technical agreements are implementation-related and only require signing, not voting in the parliament.
The document is of unlimited duration, but the parties may review the terms in 10 years, particularly regarding revenue distribution or the possible termination of the agreement. It is expected that the fund created as a result of the ratification will become the main channel for American investments in the reconstruction and development of Ukraine’s energy sector, including mineral extraction.
