The General Director of the Nyzhnyodnistrovska HPP, Lunin, is suspected of embezzling nearly 5 million hryvnias

The State Bureau of Investigation (SBI) has announced suspicion of embezzlement of almost 5 million UAH to the general director of "Nyzhnyodnistrovska HPP" (Chernivtsi region) and two of his subordinates.

Since 2008, Serhiy Lunin has been the head of PJSC "Nyzhnyodnistrovska HPP".

SBI employees, based on materials provided by the Security Service of Ukraine (SSU), uncovered a criminal scheme organized by the general director of Nyzhnyodnistrovska HPP.

The investigation established that he involved the head of the public procurement department and an engineer in the scheme.

The HPP concluded contracts with two private companies to carry out repair work at inflated prices. The tender documentation was drawn up in such a way as to ensure the victory of predetermined contractors.

Despite the detected violations by the State Audit Service and holding the head of the department administratively liable, the contracting agreements were not reviewed.

"Under the four concluded agreements with a total value of almost 16 million UAH, the entrepreneurs were supposed to perform works on the strengthening of HPP structures, installation of drainage systems, and reinforcement of certain infrastructure sections," the SBI noted in the report.

According to expert conclusions, the actual cost of such works should have been 4.8 million UAH less. Prosecutors believe that this amount was distributed among the scheme participants.

The three figures have been notified of suspicion of embezzlement of property through abuse of official position, committed by an organized group, repeatedly, on a large scale, under martial law (Part 3, Article 27, Part 5, Article 191 of the Criminal Code of Ukraine).
