As early as June, territorial recruitment centers may begin a large wave of fines.
Experts on the "Lawyers.UA" portal discussed which men are at risk.
For those liable for military service who violate mobilization laws or military registration rules, fines are provided. The minimum amount is 17,000 hryvnias, and the maximum is 25,500 hryvnias. The amount may be doubled in case of non-payment and the initiation of enforcement proceedings.
In June 2025, the number of fines from the TRC may sharply increase if a portion of those liable for military service fails to meet an important requirement. This concerns the passage of the Military Medical Commission by men who have the status of "limited fitness".
This category of citizens must voluntarily undergo the MMC by June 5 to update their status. If the commission is not passed within the specified period, the first threat for those liable for military service is administrative liability, that is, a fine.
The consequences also threaten those who are exempted from mobilization.
In addition, the TRC will have grounds to declare the person liable for military service wanted. This poses a risk of detention and delivery to the recruitment center in the event of document checks at checkpoints or under other circumstances.
"If an exempted person with limited fitness does not pass the MMC by June 5, they will be declared wanted," warns the lawyer.
Lawyers remind that only National Police officers have the right to detain citizens liable for military service. Representatives of TRC do not have such powers.
