The Head of the President’s Office, Andriy Yermak, emphasized that if Vladimir Putin refuses to negotiate in Turkey, this will be the final signal of Russia’s unwillingness to end the war.

The head of the President’s Office reported this during his online participation in the session of the Copenhagen Democracy Summit 2025, his statement was published by the press service. 

According to Yermak, as of today, the Russians have not provided any response regarding Putin’s participation in negotiations in Turkey. Meanwhile, Kyiv has confirmed that President Zelenskyy is ready and will be present in Turkey. 

Yermak added that yesterday there was also a "very strong and clear" statement by President Trump that he expects the presence of both leaders in Turkey. 

"I believe that if Vladimir Putin refuses to go to Turkey, this will be the final signal that Russia does not want to end this war, that Russia does not want and is not ready for any negotiations," said the Head of the President’s Office.

Yermak stressed that if Russia refuses negotiations, there must be a strong reaction from the United States and the entire world: new sanctions against the Russian Federation and increased military assistance to Ukraine.

The head of the President’s Office also noted that work is underway to develop security guarantees for Ukraine. 

"But the most serious and strongest guarantee is strong, prepared, and trained Armed Forces of Ukraine. We are working on this with our partners. We also expect that the agreement on minerals with the United States will become one of the elements of the future security guarantee system," Yermak said.
