In Ukraine, the system of remuneration for civil servants will be changed - Zelenskyy signed the law

President Volodymyr Zelenskyy signed the Law “On Amendments to Certain Laws of Ukraine on the Implementation of Unified Approaches in the Remuneration of Civil Servants Based on Job Classification”.

This is reported on the website of the Verkhovna Rada.

"The law has been signed," - stated in the bill’s card.

The National Agency of Civil Service emphasized that the implementation of the new pay system will gradually strengthen the state’s position as a competitive employer in the labor market.

"The classification of positions will allow understanding the professional work directions in civil service. It will enable comparing remuneration in public service with the labor market in Ukraine — accountants with accountants, lawyers with lawyers, HR with HR, instead of civil servants in general with an impersonated market," noted the NASC.

The law defines the components of a civil servant’s salary. In particular, the fixed salary includes the official salary (from January 1, 2026, the minimum size of the official salary in civil service positions cannot be less than 2.5 times the subsistence minimum for able-bodied persons), a longevity allowance (2 percent of the official salary for each calendar year of civil service, but not more than 30 percent of the official salary), and a rank allowance. The variable salary includes a monthly bonus, which cannot exceed 30 percent of the official salary for the actual time worked during the month, a quarterly bonus not exceeding 90 percent of the official salary, and a bonus based on annual performance evaluation.

The law also provides for other guarantees and compensations. In particular, financial assistance paid during annual leave in the amount of the official salary, the longevity allowance, and the rank allowance; material assistance for resolving socio-domestic issues.

The NASC emphasizes that during martial law and for 6 months after its termination, additional adjustment coefficients for the remuneration of officials may be established, taking into account the specifics of administrative-territorial units.

From the moment this law comes into effect, these components of civil servant remuneration are recognized as government-guaranteed payments, regardless of their salary. Guarantees and compensations are not included when forming the fund for fixed and variable salaries. The planning of these remuneration components will be provided for in the Procedure for Planning the Remuneration Fund, the NASC emphasized.

Earlier, the Council of Judges of Ukraine appealed to the President with a request to sign the law on reforming civil servants’ remuneration, which envisages an increase in the salaries of court secretariat workers during martial law and for another 6 months afterward.
