Ruslan Kravchenko: what is known about the candidate for the position of Prosecutor General of Ukraine

President Volodymyr Zelenskyy submitted a proposal to the Verkhovna Rada of Ukraine for the appointment of a new Prosecutor General. This concerns the candidacy of Ruslan Kravchenko.

The parliament will consider this proposal at one of the upcoming plenary sessions. This was reported by the Speaker of the Verkhovna Rada, Ruslan Stefanchuk, on Facebook.

The Speaker of the Parliament stated that the President’s proposal for the appointment of Ruslan Kravchenko as Prosecutor General, in accordance with Clause 11, Part 1, Article 106, and Part 3, Article 131-1 of the Constitution of Ukraine, has been received by the Rada. The candidate proposed by the President will be considered at the next session of the Verkhovna Rada.

What is known about Ruslan Kravchenko

Ruslan Kravchenko was born on March 14, 1990, in Syevyerodonetsk, Luhansk region. His career is mostly connected with the prosecution authorities. From 2012 to 2014, he worked as an investigator and senior investigator at the Sevastopol Prosecutor’s Office, and then as a senior prosecutor in the Rivne and Lviv Prosecutor’s Offices.

He participated in the Anti-Terrorist Operation (2014-2015) as a prosecutor of the 33rd Military Prosecutor’s Office of the Southern Region of Ukraine (in Debaltseve and Bakhmut) and has combatant status. From 2015 to 2019, he worked in the Main Military Prosecutor’s Office of the General Prosecutor’s Office of Ukraine and then spent a year as Deputy Military Prosecutor of the Central Region of Ukraine. In 2021, he headed the Bucha District Prosecutor’s Office of the Kyiv region, where he participated in the investigation of war crimes.

From April 10, 2023, to December 30, 2024, Ruslan Kravchenko held the position of Head of the Kyiv Regional Military Administration.

Since December 31, 2024, Ruslan Kravchenko has been the head of the State Tax Service of Ukraine.

How is the Prosecutor General appointed in Ukraine?

In Ukraine, the Prosecutor General is appointed and dismissed by the President with the consent of the Verkhovna Rada. Initially, the head of state submits a proposal to the parliament for the consent to appoint (or dismiss) a candidate for the position of Prosecutor General.

The Verkhovna Rada must consider the proposal no later than 10 days after receiving it. After that, the relevant committee prepares a conclusion and recommendation.

On the day of voting, the candidate for the position of Prosecutor General speaks before the Verkhovna Rada and answers questions from the deputies. The President of Ukraine also participates in this plenary session of parliament.

The appointment requires the consent of the majority of the people’s deputies. Voting is conducted by open roll-call vote.

Thus, the appointment of the Prosecutor General requires a joint decision of two branches of power: the executive, represented by the President, and the legislative, represented by the Verkhovna Rada.

The term of office lasts six years. The same person cannot hold this position for two consecutive terms. In addition, the Prosecutor General can be removed from office in case of a vote of no confidence by the Verkhovna Rada.
