Changing US position: the Trump administration is ready to participate in security guarantees for Ukraine

The United States is ready to provide intelligence data, surveillance and control means for combat operations, as well as support for a European air defence system for Ukraine after the end of the war.

This was reported by Financial Times citing European and Ukrainian officials.

US President Donald Trump, during a meeting with European leaders, stated that Washington would participate in the «coordination» of security guarantees for Ukraine after the war, which Kyiv demands to prevent new aggression from Russia.

According to several high-ranking officials, in recent days’ negotiations, the American side expressed readiness to provide so-called «strategic capabilities»:

  • intelligence, surveillance, and reconnaissance (ISR);
  • command and control systems;
  • air defense means, including aircraft, radars, and logistical support.

This refers to supporting European troops expected to be deployed on Ukrainian territory after the signing of a peace agreement. The US does not plan to send its own ground forces, but its resources will enable monitoring of ceasefire compliance using satellites and ensure coordination of Western forces.

Washington’s proposal marks a shift in the Trump administration’s stance, which earlier this year ruled out any involvement in postwar guarantees for Ukraine. Now, the US agrees to assist, but on the condition that European capitals allocate tens of thousands of troops for the mission.

European officials acknowledge that carrying out such an operation without American support would be impossible. The «coalition of the willing», being formed by the UK and France, plans to deploy forces to deter new Russian aggression.

At the same time, many European countries are concerned about the potential deployment of troops to Ukraine. The Kremlin has rejected Trump’s proposal for a meeting between Vladimir Putin and Volodymyr Zelenskyy and insists on Russia’s inclusion in any security guarantees, which is unacceptable for Kyiv.

President Volodymyr Zelenskyy reported that Ukraine’s military leadership is already cooperating with all partners of the «coalition of the willing».

«The pace of work must be accelerated. The defense component of security guarantees must be detailed in the near future,» – he noted.

The European Commission confirmed that, following negotiations in Washington, national security advisors have been tasked with developing specific options for guarantees, which will be presented soon.
