Transcarpathia awaits the return of the infamous Commissioner Zhukov: the SBI blocks the provision of information

A number of Ukrainian media outlets have reported information about possible abuses of office, probable corrupt actions leading to the illegal enrichment of former Berehivskyi TRC chief, Lieutenant Colonel Ihor Zhukov.

Even after media coverage, information surfaced about his possible return to Zakarpattia as a leader in the TRC system. If this turns out to be true, it could lead to public unrest among the local community. The activities of Lieutenant Colonel Zhukov have been investigated by both the SBI and other law enforcement agencies.

According to journalists, the SBI unit in Uzhhorod has been investigating the stated facts. Relevant materials were requested by the Specialized Defence Prosecution of the Western Region. As early as the beginning of October, journalists submitted a request for information to the Territorial Office of the SBI in Lviv.

The 5 days provided by law for a response to the request have long passed.

However, the law enforcement officers, who should exemplify adherence to the law, are a vivid illustration of its violation.

According to law enforcement agencies, Lieutenant Colonel Ihor Zhukov, serving as acting chief of the Berehivsky District Territorial Recruitment and Social Support Center of the Zakarpattia RTC and SSC from May 2024 to January 2025, allegedly engaged in actions during martial law that clearly exceeded the scope of his rights or powers in conducting mobilization activities.

In one of the Telegram channels, some "adventures" of Lieutenant Colonel Zhukov were described. For instance, according to records in the "BOOK of conscripts delivered to the Berehivsky RTC and SSC by police officers" ... based on direct instructions from I. Zhukov, which were noted by the duty officers in the mentioned journal, a number of citizens of mobilization age, who were subject to the Law of Ukraine "On Mobilization Preparation and Mobilization" and the "Procedure for the Call-Up of Citizens for Military Service During Mobilization, in a Special Period," were released without mobilization activities. Among them, from May to the end of July were Oleksandr M., born in 1984, Oleksandr B., born in 1974, Vasyl S., born in 1983, Gabor G., born in 1991, and Serhiy M., born in 1993.

Not only these young and healthy men avoided military service.

In August 2024, Anton K., born in 1999, was delivered to the Berehivsky RTC and SSC by police. With respect to this individual, based on a direct order from I. Zhukov to subordinate personnel, no mobilization activities were conducted, and he was released.

After conscript Volodymyr N., born in 1974, underwent a VLK and was deemed fit for military service, he was not mobilized. By order of I. Zhukov, a "non-combat summons" was issued to the citizen to report to the Mukachevo RTC and SSC at a later date, and he was released. The conscript is currently wanted. In November, Yuriy G., born in 1989, was delivered to the Berehivsky RTC and SSC by a police unit. On the same day, I. Zhukov instructed the person on duty at the TRC and SSC to release him.

The Lieutenant Colonel also repeatedly instructed the person on duty at the TRC and SSC to "release" Serhiy Z., born in 1975, and Ivan P., born in 1983, who were delivered to the Berehivsky RTRC and SSC by a police unit. This was done without making any decisions.

In December 2024, the head of the RTC and SSC instructed the person on duty to "release" Andriy Y., born in 1982. At the same time, this conscript-aged citizen was not registered in any forms of the Berehivsky RTC and SSC as someone who was in the subdivision.

That same month, another unprecedented case occurred. The RTC and SSC mobilized Vasyl H., born in 1983, who, as part of a team of four conscripts, was sent for BZVP training at the training center. During the transportation of this soldier to the training center, I. Zhukov attempted to remove him from the team by issuing corresponding oral orders to the soldier accompanying the group. Subsequently, in compliance with the order, the subordinate concealed him on buses at reception points in training centers across several regions, and did not present the accompanying documents at the reception points. He was eventually returned to the Berehivsky RTC and SSC and released under a "non-combat" summons. To date, he has not performed military service... And there are many such cases.

But the case has become "stuck" in the labyrinths of the SBI and military prosecutors. Meanwhile, according to reliable information, the notorious Lieutenant Colonel has transferred from the military commissariat in the Rivne region to a non-combat position in a military unit and is working on returning to the Zakarpattia region.

It is rumored that some generals, together with corrupt officials from the Kyiv hills, are exerting tremendous pressure and "covering" his return to the position of head of the regional TRC and SSC, because unlike the Tisza River, the financial flows from the fertile Zakarpattia must not be allowed to dry up.

It will be interesting to see how our foreign military partners, for whom honor and legality are virtues that are not for sale, will comment on this situation.
