When verifying the information, it was found that on the night of 17.05.1994 in the cafe "Bagira," Artemivsk, Chepikov N.G. was invited by Knypa N.N. to clarify the purpose of Chepikov’s visit to Artemivsk and the true state of affairs. On the same day 17.05.94 Chepikov N.G., Ilchenko A.I., Chepikov’s cohabitant — Popova N.N., Soboleva G.B., as well as a certain young man named Oslan, whose identity has not been established, went by car "Moskvich-2141," reg. no. Ch12-24VG, coffee-colored, belonging to Chepikov N.G., to Dolidze’s birthday in Debaltseve, who is Oslan’s childhood friend.

Around 10 p.m., being at Dolidze’s birthday party, Chepikov N.G. stated he had a meeting with Knypa N.N. in the cafe "Bagira," Artemivsk, after which all the aforementioned people went to Artemivsk in Chepikov’s car. They arrived at the cafe "Bagira" around midnight 17.05.94. At that time, in the cafe were present: Penkovtsev V.A., Bezrukov V.M., Goncharov A.N., and the staff of the cafe "Bagira".

In the cafe "Bagira," a conflict arose between Chepikov and "Vlad" because allegedly Chepikov humiliated Knypa in the eyes of Dolidze. After this, "Vlad" took Chepikov out of the cafe, and Chepikov was not seen again. It became known that Chepikov N.G. was killed by "Vlad" that evening.

During operational-search measures, it was found that Chepikov N.G. had a brother, Revenko V.A. An operative group visited ITC-11 in Bryanka and met with Revenko. During the conversation, Revenko explained that 4.05.94 Chepikov visited him, carrying a large sum in rubles and US dollars. Revenko also explained that Chepikov N.G. was involved with representatives of Chechen groups engaged in illegal arms sales, and he maintained close relations with criminal elements of the Krasnodar region. According to Revenko V.A., the money was given to Chepikov by representatives of the "Chechen mafia," but for what purpose, he did not explain. Revenko stated that Ilchenko A.I. knew about the money. According to Revenko, Chepikov could have been killed for money, and Ilchenko A.I. might be involved in it.

After Chepikov N.G.’s disappearance in Artemivsk, a representative of the Krasnodar region’s criminal element "Sivy" arrived with a group of "Chechens," who might stay at the home of Revenko’s nephew, Zhuravlyov Mykola, residing in the village of Privillya, or at the former residence of the Revenkos in Lysychansk.

The criminal group engages in robberies, holdups, and murders using automatic firearms, comprising: Penkovtsev V.A., Goncharov A.N., Nazarov V.V.

The involvement of Penkovtsev’s group in the murder of Slesarev and Korygov, which occurred on 11.02.94 in Artemivsk, has been established.
On 18.05.95, Penkovtsev and Goncharov were detained, on 19.05.95 – Nazarov, who confessed, explaining that on 11.02.94, around 8 a.m., Penkovtsev, having previously arranged, came to Nazarov’s home in a white BMW with Moscow plates. A black sports bag was in the car. Nazarov drove the BMW, brought Penkovtsev to the liquor-vodka factory building, where the latter exited with the bag and told Nazarov to drive to a parallel street. Around 8:13–8:20, Nazarov heard automatic gunfire, and after 3–5 minutes, Penkovtsev approached the car with a bag in hand. He wore a black knitted hat on his head. After sitting in the car, Penkovtsev told Nazarov to leave the city towards the city of Pervomaisk.

Upon leaving Artemivsk, Nazarov asked what was in the bag, Penkovtsev replied – weapons. In the territory of the Luhansk region, Nazarov asked Penkovtsev who was killed, the latter replied Slesarev and two guards. Upon arrival in Pervomaisk, Penkovtsev handed the bag with the weapon to Melnik A.D. After that, Nazarov, Melnik, an unknown person, and Penkovtsev left Pervomaisk in BMW, where in a forest belt, Penkovtsev, assisted by Nazarov, burnt his clothes, first soaking them with gasoline. Then all present returned to Melnik’s home, where they consumed alcoholic drinks.

Penkovtsev, Goncharov, and Nazarov were detained under the Law of Ukraine dated 29.07.94 "On preliminary detention" for 30 days.
There is information on Penkovtsev, Goncharov, and Nazarov’s involvement in the murders of Abramitsky I.I., which occurred on 13.06.94 in Yenakiieve; Kryvchuk V.P., which occurred on 20.06.94 in Yenakiieve; Ukrainian I.I., which occurred on 28.02.95 in Shakhtarsk.

Penkovtsev claimed he was arrested by the Donetsk region prosecutor’s office for the murder of Artemivsk’s criminal authority Slesarev. Penkovtsev said that during the murder, he was part of a group of three. In addition to this murder, their group committed 8 murders of criminal authorities, all murders committed using automatic weapons – they mentioned the murder in Mariupol in 1994.

Penkovtsev recounted the circumstances surrounding the murder in Kremenchuk in 1992. They arrived in Kremenchuk in a VAZ-2109 vehicle. Before the assassination with a grenade launcher, they blew up a KamAZ refrigerator truck leaving a hangar, then shot a "Nissan-Patrol" vehicle with four people (criminal authorities of Kremenchuk) with automatic weapons, among whom was the director of a company dealing with intercity refrigerator and trailer transport. Shortly before this, this director refused to fulfill an order for a large shipment of drugs from Russia to Makiivka. The assassination order was given by "Rvanny", who provided weapons for the murder and, upon its execution, paid Penkovtsev 20 thousand US dollars. This money Penkovtsev handed to a certain director in Artemivsk for investment, the profit from which was given back to Penkovtsev, thereby laundering the money.

Information received about the murders committed by Penkovtsev, Goncharov, and Nazarov:

  • Dvornoho M. I., Kramarenko E. L., Brazhnyk A. P., which occurred on 6.09.94 in the Kuybyshev district of Donetsk;
  • Hlebov S. A., Tsvelykh M. N., which occurred on 18.06.94 in the Kyiv district of Donetsk;
  • Abramitsky I. I., which occurred on 13.06.94 in Yenakiieve;
  • Akarov O. A., which occurred on 26.04.95 in Debaltseve.

Information received and being followed up on regarding involvement in the murder of Lavrov V. P., Marchenko O. V., Trandafilov A. S., which occurred on 11.04.95 in the Voroshilov district of Donetsk, one of Odessa’s authoritative entrepreneurs. The organizer of this murder is a resident of Petrovsk, Luhansk region, Zhuravlyov O. A.

Pen’kovtsev V. A., Goncharov A. N., Nazarov V. V. and Baturin A. V. committed extortion against the residents of Pervomaisk, Luhansk region, Polishchuk V. Ya. and Paltsev S. I. By threatening family members with violence, they took Polishchuk’s and Paltsev’s VAZ-2109 and VAZ-21099 cars and demanded the transfer of USD 7,000, forcing the latter to leave Ukraine.

On 02/03/95 at 17:40, a report was received by the police from the supply chief of MPZHT Levchenko S. V. that she, together with the rationing engineer Mokrous A. V., was drinking alcoholic beverages in the chief engineer’s office with the director Sizonno S. G. At 17:25, an explosive device was thrown into the window of the said office by an unknown criminal, the explosion of which led to Sizonno’s death.

During the investigation of this crime, it was found that Sizonno S. G. maintained a connection with the criminal authority Ivchenko S., known as "Rambo", a resident of Yenakiieve. Ivchenko was an active member of Dolidze’s organized crime group. He was allocated the "sphere of influence" of Svitlodarske town and Myronivsky village. Ivchenko often visited Sizonno at his place of work. Also, in 1994, Sizonno maintained relations with a resident of Svitlodarske, Dubrovy Valeriy (nicknamed "Dubryk"), who was part of Ivanushchenko Yu.’s group (from Yenakiieve).

Around 14.07.94, Ivchenko S. went missing. On 23.12.94, Dubrovy V. disappeared and his whereabouts are unknown, and on 03.02.1995, Sizonno S. was killed.

Sizonno maintained connections with criminal groups through Dubrovy and Ivchenko, who defended him from other criminal groups. Analyzing the available information, it can be assumed that Ivchenko and Dubrovy regularly received money from Sizonno and engaged in illegal transactions with him, and when they were gone, unknown individuals appeared who demanded money from Sizonno. This led to the mentioned crime being committed for refusal.

Data were obtained that Dubrovy V. was killed on 23.12.1994 in Krasne village with a firearm by his acquaintances Skiba Vitaliy, Liu Oleksandr, and Medvedev Vyacheslav during a memorial meal with the Meskhetian Turks. Dubrovy’s body was placed in his BMW-320 car and taken away in an unknown direction. Skiba, Liu, and Medvedev subsequently went into hiding. There is data that the criminal authority Baturin took measures to locate Skiba, Liu, and Medvedev.

OBOP of Yenakiieve has data that around 14.07.94, the resident of Yenakiieve, Ivchenko Sergey, was planning to celebrate his birthday. He left for Donetsk early in the morning for shopping, and from 7 to 11 a.m., he was sought by the phone by the director of the autobase P-O "Ordzhonikidzeugol" Rukhadze S. Zh. At 11 a.m., Ivchenko arrived home, where Korotun Oleksandr, Lefterov Oleksandr, and his wife were present. Rukhadze called by phone. Ivchenko talked for a few minutes, was very agitated, and said over the phone, "come."

According to Karatunov’s testimony, Ivchenko, Lefterov, and he left home, a company car "Volga" driven by Rukhadze arrived, Ivchenko got into his car and left. Since then, Ivchenko’s whereabouts are unknown. Information was received that Ivchenko was taken to the house of Zuev A. P. in Yenakiieve, where he was killed in the yard with a firearm by a young man named Vlad from Artemivsk. The body was taken away by car by Drozdov Dmitry and Zaitsev Ruslan and buried in the Verovka village area.

On 20/09/96, the state prosecutor, prosecutor of the regional prosecutor’s office Pavlov I. V., during the support of the prosecution, proposed to the court to apply the exceptional penalty—execution for severe crimes committed by Pen’kovtsev, 15 years imprisonment for Nazarov, and 10 years imprisonment for Goncharov. However, the court acquitted Pen’kovtsev and Goncharov, and convicted Nazarov to 2 years imprisonment.

On 10/10/97, the judicial board in criminal cases of Donetsk regional court sentenced Nazarov under Art. 19-94, 144 part 3, 222 part 1 of the Criminal Code of Ukraine to 10 years imprisonment, and Goncharov under Art. 206 part 2, 222 part 1 of the Criminal Code to 3 years imprisonment. The wanted Pen’kovtsev V. A. was declared wanted.

Puduk handed the keys, but then the apartment owner called him and raised complaints that some men were allegedly living in her apartment.

Puduk knows that there was previously a "split" in the "brigade", and Kovalov S. P. is in hiding. The fact that people whom Sergey—a relative of "Koval" visited lived in the apartment and later an explosion occurred, he considers accidental.

Baturin explained that he "laundered dirty money" through a company with an office in Yenakiieve. How and where the money came from — he did not explain. He has economic and personal connections with a criminal authority from Sochi, nicknamed "Cherkes". He repeatedly visited him. According to him, his uncle was a well-known criminal authority — a "thief in law", named Yura "Batura", who died in 1993. His uncle’s name greatly helped Baturin in the "closed" prison where he served his sentence to strengthen his authority. In the ITK Ivano-Frankivsk, where he was serving his sentence, he claims he was an authority and held the "common fund". On 26.04.95 at 22:45 on Komunistychna Street in Debaltseve, in the courtyard of a house, the criminal made several shots at Okarov O.A. from a pistol of the "revolver" type. During the inspection of the crime scene and the body, 4 bullets made of yellow metal were seized, which were subjected to an expert examination. No shells or weapon were found at the scene. Okarov O.A. was a master jeweler of Horlivka’s rembittechnika and had a working space in the building of the Mayak utility house in Debaltseve. Since March 1995 he had been undergoing inpatient treatment at the Yenakiieve tuberculosis dispensary diagnosed with tuberculosis of the lungs. He had extensive connections among Assyrians in Pyatigorsk, Artemivsk, Horlivka, Nikitovka, Kostyantynivka, Komunarsk, Yenakiieve, Sloviansk, Donetsk. He maintained ties with Bogdanov Ya.S. Okarov O.A. had relationships with Skiba V.A. and Ly A.F., who are wanted for a crime provided for by Article 206 part 42 of the Criminal Code, and with Medvedev Yu.V. They were in the Saratov region, Balakovo city in the summer of 1994, where they were suspected of the murder of Kazachinsky, as they were seen with the deceased shortly before the murder. Skiba V.A., Medvedev Yu.V., Ly A.F. visited Svitlodarske city together with Kornilov V.A., a resident of Vasylkove in the Saratov region, in November 1994. On 23.12.94, Skiba, Ly, Medvedev, and Kornilov met with Dubrov V.A., a criminal authority in Debaltseve, Svitlodarske, Krasne village in the Artemivsk district. After that, Dubrov V.A. was not seen again. The witness to the event, a Meskhetian Turk named Fazailov Mustafa, left in an unknown direction, possibly to the Rostov region. The criminal authority in Yenakiieve, Baturin A.V., along with Syvov A.Y. (both in hiding), and with Marchak I.M. and Marchak Yu.M., Rembeza S.V., came to Krasne to find out the circumstances of Dubrov’s disappearance, where they fired several shots from automatic weapons into the air.

A resident of Luhansk region, Pervomaisk city, Skarbunov Yu.V., who has no criminal record, was found, in whose house at 37 Proletarska Street, Pervomaisk city, an AKM assault rifle, two magazines with 7.62 ammunition, a sawn-off shotgun, combat grenade were seized. A criminal case has been initiated.

In work with the Marchak brothers, Rembeza, and Berezhny O.V., facts of car thefts were established: VAZ-21063, GAZ-24 from garages in Svitlodarske city, as well as a VAZ-2108 car, which was handed over to a resident of Yenakiieve, Syvov A.Y., and used in the murder of Kravchuk in Yenakiieve city.

The criminal authorities in Yenakiieve believe that Skiba V.A. is involved in the disappearance of their protege Dubrov and have therefore started searching for him. Okarov O.A. traveled to Yenakiieve to the authorities Zuev A.P. and Baturin A.V. to resolve the issue concerning Skiba V.A., claiming that he was not involved in the disappearance of Dubrov. However, he received a refusal.

On 20.06.94 at 08:50 in the city of Yenakiieve on Shcherbakova Street, near the VAZ service station, three unknown persons, one of whom was on a red "Java" motorcycle and the other two in a dark cherry-colored VAZ-2108 car with the license plate I48-59YA, were involved. The driver was Kravchuk Volodymyr Ivanovych, born in 1952, residing in Yenakiieve city, Shcherbakova Street 205 — a criminal authority nicknamed "Motyl". At 09:10, the aforementioned VAZ-2108 car was found burned near building 66 on Haidar Street in Yenakiieve city. In the car, a burned AK-74 automatic rifle, N 434897, was found.

It was established that a resident of Yenakiieve city, Baturin A.V., using friendly connections — Dubrov Valeriy, instructed the latter to steal the car. Dubrov V. (killed in November 1994 by Svitlodarske city residents Skiba, Ly, Medvedev), in turn, instructed this to Yenakiieve city residents, the Marchak brothers — Igor and Yuri, Zaitsev Igor, Drozdov Dmytro, who at that time were hiding in Svitlodarske city — residence provided by Dubrov. On 16.06.1994, the aforementioned individuals stole the VAZ-2108 car from a garage in Svitlodarske, which belonged to Baturin.

On 20.06.94, this car was used in the murder of Kravchuk. Witness Honcharov V.A. identified a resident of Artemivsk city, Penkovtsev V., nicknamed "Vlad", as one of the individuals present at the shooting site. During investigative activities, it was not possible to prove Baturin and Penkovtsev’s involvement in organizing and committing the murder.

Baturin A.V. is currently being prosecuted in criminal case N 80-503, Articles 86-2 part 3, 144 part 3, 86 part 2 of the Criminal Code of Ukraine, with a preventive measure — a travel ban.
