The Mayor of Kyiv, Vitaliy Klychko, the "supervisor" Denys Komarnytskyi, and Member of Parliament Mykola Tyshchenko "siphoned off" 6 billion UAH allocated from the city budget for the completion of the Podilsko-Voskresenskyi bridge crossing. This is stated in the investigation by Bihus.Info.
"Among the documents found by journalists is a table listing 38 companies, presumably controlled by Denys Komarnytskyi and registered under proxy individuals, which are marked as ’ours’ in this table. This list includes a number of companies that have regularly received large contracts for construction and reconstruction from Kyiv’s municipal enterprises over the past 4 years, essentially monopolizing the right to receive these contracts from ’Special Housing Fund’, ’Housing Construction Investment-UKB’, and ’Directorate of Road and Transport Facilities’. This includes the company ’Eco-Bud-Treid," reads the investigation.
Journalists reminded that in 2017 this company won a tender for more than 6 billion UAH for the completion of the Podilsko-Voskresenskyi bridge, one of the most well-known long-term construction projects in the capital.
"At that time, Bihus.Info journalists found that the company was registered under a proxy individual and linked this firm with the current Deputy Mayor, who was then the director of ’Special Housing Fund’, Vyacheslav Nepop. Meanwhile, one of the co-owners of ’Eco-Bud-Treid’ is Maksym Polovko. In the mentioned document, he is marked as ’ours’. Moreover, he previously lived in a Kyiv apartment owned by Denys Komarnytskyi’s wife," noted the media.
According to their data, ’Eco-Bud-Treid’ is a typical "shell company" that helps siphon off budget funds.
"Of course, it doesn’t build, repair, or reconstruct anything itself — it simply redistributes money. How such a firm could win such a tender, Klitschko didn’t explain then, and he won’t explain now," stated the creator of the project, journalist Denys Bihus.
The report includes Vitaliy Klychko’s response regarding the company ’Eco-Bud-Treid’, where he says that he "does not know who the general contractor" for this construction is. However, journalists are confident that the 6-billion tender could not have proceeded without the mayor’s involvement.
They also note that Member of Parliament Mykola Tyshchenko has close ties with the "supervisor" Denys Komarnytskyi. According to the documents obtained, they cooperate, including in preparation for the local elections in Kyiv.
Recall that earlier, Member of Parliament Geo Leros revealed that Mykola Tishchenko is also involved in the management of the firm ’Eco-Bud-Treid’ through his sister Yuliya and her husband Herman Blinov.
