HACC extended the investigation of Halanternyk’s case regarding the criminal organization

The Anti-Corruption Court considered and partially granted the request of the NABU detective to extend the investigation period of the case.

The High Anti-Corruption Court extended the investigation period of the criminal proceedings against businessman Volodymyr Halanternyk, suspected of creating a criminal organization in Odesa, to July 6, in which the mayor of Odesa, Hennadiy Trukhanov, was also involved.

This decision was made by the HACC on April 5, as reported by «Slovo i Dilo».

«Partially satisfy the motion. Extend the pre-trial investigation period of criminal proceedings № 42017000000001097 from 10.04.2017 for the commission of criminal offenses under part 1 of Article 255, part 5 of Article 191, part 3 of Article 209, part 2 of Article 364, part 4 of Article 368, parts 1, 3, 4 of Article 369, part 4 of Article 358 of the Criminal Code of Ukraine, to nine months, i.e., until 06.07.2023», the decision states.

It should be recalled that NABU and SAPO suspected 16 individuals of creating a criminal organization and abuses in Odesa amounting to UAH 689 million. Among those notified of suspicion were: the head of the criminal organization Volodymyr Halanternyk (in absentia, as he is not in Ukraine); the mayor of Odesa, Hennadiy Trukhanov; the head of the permanent commission on communal property of the Odesa City Council, Vasyl Shkryabay; the head of the legal department of the Odesa City Council (OCM) Inna Popovska; the director of the communal property department of the OCM Oleksiy Spektor and his deputy Volodymyr Radionov; acting deputy mayor of Odesa Oleh Bryndak (former acting mayor of Odesa in 2013-2014, former head of the land commission of the OCM) and three other individuals responsible for financial control, legal support, and coordination of actions among the participants in the crime.

Additionally, suspicion was delivered to six more individuals (accomplices), including Trukhanov’s deputy; a former head of one of the municipal enterprises; former prosecutor of the Odesa region Oleh Zhuchenko; the owners of the construction company «Budova» and its top managers. Their actions are qualified under part 1 of Article 255, part 4 of Article 28, part 2 of Article 364, part 5 of Article 191, part 3 of Article 209, part 4 of Article 368, part 3 of Article 369 of the Criminal Code of Ukraine (participation in Halanternyk’s criminal organization; abuse of office; misappropriation or embezzlement of property through abuse of office; legalization of money obtained through crime; receiving and providing undue advantage).

According to NABU data, the mentioned individuals acquired six land plots in Odesa at the following addresses: Haharinske plateau, 4 (residential complex Sea View); Varnenska, 27 with letters A, B, and C (RC «Sky City»); Zhabotynskoho 54A (RC «Altair-3») and Akademichna, 30 (apartment complex «Sea Residence»). All the mentioned buildings were constructed by the company «Budova», associated with Halanternyk. Separately, the suspects are accused of seizing over UAH 131 million in the purchase of the former airfield «Zastava» at an inflated price.
