An employee of the Prosecutor General’s Office drove an undeclared Tesla drunk

An employee of the Prosecutor General’s Office, Dmytro Romanyuk, was dismissed from his post for driving drunk in an undeclared Tesla Model 3.

The editors learned about this from the decision of the State Committee for State Control.

Romanyuk has been working in the prosecutor’s office since July 2010 to this day. Since November 2023, he has held the position of prosecutor of the extradition department of the department of legal assistance, extradition and international cooperation of the department of international legal cooperation of the Office of the Prosecutor General.

In August 2023, patrol officers detained him for drunken driving of a Tesla Model 3. After the police stopped the said car and spoke with the driver, the latter showed signs of alcohol intoxication. Based on the results of the inspection, the driver’s alcohol level was determined to be 2.02 ppm. As a result, the police drew up a protocol on an administrative offense under Part 1 of Art. 130 KUoAP. According to the police, Romanyuk delayed the examination procedure, exhaled air incorrectly from behind the mouthpiece, and as a result, the device did not show any results. After following the doctor’s instructions to use the Drager gas analyzer, the prosecutor exhaled air correctly and the device showed the result - the presence of alcohol in the amount of 2.02 ppm.

At the commission, Romanyuk stated that he expressed a desire to have blood samples taken from him, but the narcologist refused and offered to undergo an examination to determine his state of intoxication using a gas analyzer. He made several attempts to conduct an inspection using a gas analyzer, which did not produce any results. After which he again invited the doctor to donate samples of his blood. However, the doctor, using sarcasm, which was evident in the proposal to take cerebrospinal fluid instead of blood, suggested that he be tested again on a gas analyzer.

The gas analyzer showed that he was intoxicated, and therefore the police drew up a protocol against him for committing an administrative offense. Then he notified his management about this event with a report.

The prosecutor explained that on that day an air raid warning was announced in Kyiv. Due to psychological anxiety, given the end of the working day and week, and not planning to drive home, he drank a small amount of alcohol in a cafe. However, given that he lives on the left bank of Kiev and there is no movement of subway cars to the left bank of Kyiv during an air raid, the impossibility of calling a taxi, the uncertainty of the end of the air raid, the onset of evening and the approaching curfew, they decided to go home by car.

The KDPC decided to dismiss Romanyuk from his post. We would also like to emphasise to the NACP that the prosecutor used a car worth at least $25,000, which was not listed in his declaration.
