A little-known company will restore Okhmatdyt for 307 million at inflated prices

Their proposal was the third most expensive among the 14 participants in the competition and amounts to UAH 307 million.

The Okhmatdнt Charitable Foundation selected Bud-Technology LLC as the winner of the tender for the repair of the hospital building, which was damaged by rocket attacks in July, the Okhmatdyt NDSB reported on its Facebook on July 31.

A dozen other participants offered to carry out the work much cheaper - from 42 to 286 million UAH.

Okhmatdyt emphasised that "the competitive selection is not a tender within the meaning of the Law of Ukraine ’On Public Procurement’, but a private competition organised for the purpose of open and fair use of funds donated by citizens".

However, Okhmatdyt did not provide any explanation for ignoring the cheaper bids. The head of the Okhmatdyt-Zdorovoye Dytystvo charitable foundation is Yevhen Vember, and the chief accountant is Svitlana Rozborska.

According to media reports from the bidders, the finalists were DAK (UAH 310 million) from the Altis group of Oleksandr Hlimbovskyi, Bud-Technology (UAH 307 million) from the Sensar group of Zaporizhzhya developer Mark Marchenko, and Mega Profit Group (UAH 220 million) of Oleksiy Lomakin and Yuliya Kuzmenko.

The customer’s working group held online meetings with these companies. "Mega Profit Group was rejected due to unknown suspicions about its tax documents. "DAK was rejected because of Hlimbovsky’s scandalous reputation. In July, Hlimbovsky was detained in the NABU case on corruption committed by his son-in-law Roman Nasirov when he was head of the tax service in 2015-2016.

The procuring entity entrusted the firm Stolychna Legal Foundation to conduct a "legal analysis of the winner’s integrity" and ultimately selected Bud-technology as the contractor.

For some unknown reason, the client ignored the following problems in the winner’s proposal. For example, Bud-technology only specified the lease of the following construction equipment: a Kamaz truck crane, a MAN truck with a manipulator and a JCB excavator. None of these mechanisms can be used for the installation of facades above the second floor. The company also did not upload any data on the equipment for tile installation.
