The Law Enforcement Committee of the Verkhovna Rada recommended that parliament adopt bills on the deprivation of state awards for popularizing or promoting an aggressor state and improving the procedure for obtaining, declaring and handling firearms.
The parliament’s press service reported this.
"Details On August 15, 2024, at an extraordinary meeting, the Verkhovna Rada Committee on Law Enforcement, in pursuance of the instructions of the President of Ukraine, recommended that the parliament immediately consider and adopt laws on the deprivation of state awards for popularizing or promoting the aggressor state and improving the procedure for obtaining, declaring and handling firearms," the report says.
The bill was developed with the aim of improving the legislation of Ukraine on the deprivation of state awards of persons convicted of serious or especially serious crimes or criminal offenses against the foundations of national security of Ukraine, against peace, the security of humanity and international law and order, as well as persons popularizing or promoting the aggressor state and its authorities, their representatives, or committing other actions aimed at creating a positive image of the aggressor state, justifying and recognizing the lawful occupation of the territory of Ukraine.
To achieve this goal, it is proposed:
- establish a new type of punishment – deprivation of a state award of Ukraine;
- provide that a person convicted of a serious or especially serious crime, a criminal offense against the foundations of national security of Ukraine, against peace, the security of humanity and international law and order, who has a state award of Ukraine, may be deprived of this state award of Ukraine by a guilty verdict of the court;
- introduce a mechanism to ensure the execution of the punishment in the form of deprivation of the state award of Ukraine;
establish that a person deprived of state awards of Ukraine loses the right to all rights and benefits provided for persons awarded such awards. - establish that the basis for applying a sanction in the form of deprivation of state awards of Ukraine, other forms of celebration, may also be the commission by the awarded person of actions that popularize or propagandize the aggressor state and its authorities, representatives of the authorities of the aggressor state and their actions that create a positive image of the aggressor state, justify or recognize the occupation of the territory of Ukraine as legitimate, etc.
