A new criminal case was initiated against the former mayor of Irpin, Karplyuk

Ex-mayor of Irpin, Volodymyr Karplyuk, and his business partner Volodymyr Spivak are suspected of illegal construction of a facility at the address Pidhirna Street, 1/12 in Irpin, where the market trading rows are located. Meanwhile, the case materials include a certificate ordered by Karplyuk and Spivak from PNVF "Stroyindustriya-L" stating that they built a non-residential building with an area of 816.9 square meters "before 05.08.1992." At that time, Karplyuk was only 12 years old (the politician and businessman was born on August 2, 1981).

The land plots with cadastral numbers 3210900000:02:013:0054, 3210900000:02:013:0056, 3210900000:02:013:0059 were created as a result of the division of land plots, the designated use of which was changed based on forged council decisions, as noted by the legal department of the Irpin City Council.

"To legalize this illegal construction object, Karplyuk V.A. and Spivak V.M. ordered a technical inventory service, as a result of which PNVF ’Stroyindustriya-L’ produced a fraudulent technical passport TI01:1094-8760-3102-6374 on 06.09.2024 and a certificate stating that Spivak V.M. and Karplyuk V.A. built a non-residential building letter A with a total area of 816.9 square meters by economic means before 05.08.1992, since, according to the letter from the State Architectural and Construction Inspectorate of Ukraine dated 01.09.2011 No. 40-12-2409, such an object does not fall into the category of unauthorized construction and does not require commissioning," the legal department’s statement noted.

However, lawyers noted that Article 31 of the Law of Ukraine "On State Registration of Property Rights to Real Estate and Their Encumbrances" provides for the possibility of registering ownership in this manner only for individual residential houses, garden, and country houses, household (subsidiary) buildings and structures, extensions to them, and not for commercial facilities.

Let us recall that entrepreneurs who invested in trading in the newly built rows of the "Irpin" market may lose their money. The legal department of the Irpin City Council stated that the market is being built on land, the designated purpose of which was changed illegally.
