The payment of 1,000 hryvnias to each Ukrainian, announced by President Volodymyr Zelenskyy, will be funded from the remaining funds of the Mandatory State Social Insurance Fund, which were formed last year and not used by the Ministry of Economy in 2024.

This was stated by Roxolana Pidlasa, head of the Verkhovna Rada’s Budget Committee, in an interview with the Ukrainian edition of Forbes.

She recalled that at the beginning of 2024, the Unemployment Fund transferred 10 billion hryvnias of unused funds from the previous year to the state budget’s special fund. These were planned to be directed to finance the Ministry of Economy’s programs to support businesses this year.

However, 9.3 billion hryvnias of this amount remain unused, Pidlasa explained. According to her, it is from these funds that the payment of the "thousand from Zelenskyy" will be covered by the end of the year.

It was previously reported that the Cabinet of Ministers planned to postpone the use of these funds to 2025.

According to the text of the draft law No. 12000 "On the State Budget of Ukraine for 2025" for the first reading, Article 38 proposed allowing the Cabinet of Ministers to direct the remaining funds transferred by the Mandatory State Social Insurance Fund of Ukraine for unemployment and not used in 2024, for the following purposes:

  • partial compensation for the cost of domestically produced agricultural machinery and equipment;
  • state incentives for the creation of industrial parks;
  • ensuring state support for the implementation of investment projects with significant investments;
  • compensation of costs for humanitarian demining of agricultural lands;
  • supporting domestic demand for Ukrainian goods and services.

This concerns 10 billion hryvnias, which the Social Insurance Fund was supposed to transfer to the special fund of the state budget in 2024. It was not specified which part of these funds was used. In the approved text of the draft law for consideration in the second reading, this provision remained, but it is evident that due to the payment of the "thousand from Zelenskyy," the remaining amount will be less.

Additionally, according to the draft law on the state budget for 2025, the Social Insurance Fund must transfer at least 95% of the remaining funds at the end of 2024, received from the citizens’ single contribution payments, to the special fund of the state budget. It is to be reminded that 97.25% of the paid single social contribution is directed to the Pension Fund, and the remaining 2.75% goes to the Social Insurance Fund. It is not yet known where these funds will be directed.
