Corruption scandals in MSEC: employees hurried to profit before digitalization
The increase in the number of corruption scandals among employees of Ukrainian MSECs (Medical and Social Expert Commissions), who have been found to have estates, foreign bank accounts, expensive apartments, etc., is due to the announced reform of the commissions – their transition to "digital". The fact is that corrupt MSEC employees knew they would be "liquidated", so they rushed to profit while there was still time.
This was reported by the Minister of Social Policy Oksana Zholnovych.
She noted that the reform will be supported by two legislative bills, which the Ministry of Social Policy has developed jointly with the Ministry of Health.
"These are two bills that jointly implement the changes. We have been working on this for a long time. Why have these corruption scandals multiplied recently? Because they (the corrupt MSEC employees. – Ed.) have long known that they would be liquidated and became more active. We have long planned to switch to a digital mechanism in May 2025 and say ’goodbye’ to them," Zholnovych said.
She assured that the transition to a digital mechanism for assessing the health status of people will reduce corruption risks since the manual check of a person’s medical data by another person always poses the risk of abuse.
"No matter how we name this commission, if people continue to do this work manually, there will always be a high risk of corruption," Zholnovych concluded.
