«Vova’s thousand» is an attempt to identify draft evaders, noted the deputy head of the tax committee Olha Vasylevska-Smahlyuk (Servant of the People).

«We have approximately one million men who are hiding somewhere. They have not gone abroad, do not have disabilities, and do not have deferments. So, these are people who, it can be assumed, are evading their constitutional duty to defend the homeland. If, for example, a family has two men who are subject to mobilization, and two women, then this family can receive four thousand hryvnias. Of course, to incentivize registration, the amount should be more than a thousand hryvnias, this will be three to four thousand hryvnias per family... Some men will still register, since four thousand is better than two,» the deputy speculates.

The second goal of this program, which costs 30 billion hryvnias, according to Vasylevska-Smahlyuk, is to take a count of the population of Ukraine that remains in the controlled territory.
