In the Izmail port, funds were misappropriated during the repair and purchase of equipment

Officials of the state enterprise "Izmail Sea Commercial Port" (ISCP) are being investigated in connection with collusion with private companies, which caused damages amounting to millions of hryvnias.

This became known from the criminal case under Part 4, Article 191 of the Criminal Code.

In November 2021, the port announced a tender for the repair of the "Albatross" portal crane with an expected cost of 38.48 million UAH. As a result of the bidding, a contract was signed with LLC "Trans-Service-KTT" for the amount of 8.49 million UAH. However, an audit found that the acts of completed works included spare parts (including bearings) whose prices significantly exceeded the market value. This led to an overstatement of the work cost by 618 thousand UAH.

After the start of Russia’s full-scale invasion, the port purchased two Massey Ferguson wheel tractors from the company for 9.98 and 10.56 million UAH, respectively. The audit found that the prices for the tractors were overstated by 111.4 thousand euros, equivalent to 4 million UAH. In May 2022, the port purchased a Cukurova 888 backhoe loader for 5.4 million UAH. Auditors found that its real value was 51.9 thousand euros lower (1.76 million UAH).

On July 23, 2022, the port purchased two TCM forklifts with a total cost of 7.6 million UAH. The audit found that the price was overstated by 63.5 thousand dollars (2.26 million UAH).

Throughout 2022, the port purchased about 96 tons of diesel fuel under four contracts with LLC "Petromart LTD". In each case, the price exceeded the market average, leading to additional expenses of 336.3 thousand UAH.

LLC "Trans-Service-KTT", a key partner of the port, is officially registered in Odesa but actually operates at a different address. This raises doubts about the transparency of the company’s activities.
