In Dnipro, Military Medical Commission doctors were fabricating HIV test results for draft evaders

Conscripts who underwent the Military Medical Commission (MMC) in one of the Dnipro’s Territorial Recruitment and Social Support Centers could order a "service" from the suspects to be removed from military registration for $10,000. Police and prosecutors exposed the organizers of the scheme. They face up to 10 years in prison.

As reported by the Cyberpolice Department of NPU, officials and doctors of the military medical commission of one of the Territorial Recruitment and Social Support Centers and other medical institutions in Dnipro falsified blood test results for HIV. They later entered false data into medical documents and the "Monitoring of Socially Significant Diseases" information system. Such manipulations allowed "sick" men to be removed from military registration and cross the state border of Ukraine without obstruction.

For the possibility of evading the duty of defending the state in this way, men paid the suspects $10,000.

Law enforcement officers, with the support of the TOR rapid response unit of the Patrol Police Department, conducted 19 searches at the registration and residence addresses of the suspects, as well as in their offices and vehicles. Seized items include computer equipment, medical documentation, and other items confirming the owners’ involvement in illegal activities.

Currently, police are investigating a criminal case under Part 3 of Article 362 (Unauthorized actions with information processed in computers, automated systems, computer networks, or stored on such information carriers, committed by a person with access rights to it), Part 3 of Article 368 (acceptance of an offer, promise, or receipt of undue benefit by an official) of the Criminal Code of Ukraine.

The suspects face imprisonment for up to 10 years with the deprivation of the right to hold certain positions or engage in certain activities for up to three years, with confiscation of property.

Pre-trial investigation continues, additional qualifications are possible.
