Spetszhytlofond at the center of a corruption scandal: ties with Komarnytskyi and embezzlement of millions
The head of ME "Spetszhytlofond" Volodymyr Shariy, associated with financial flows that may help maintain the influence of former Kyiv City Council deputy Denys Komarnytskyi, who has been declared wanted by NABU.
ME "Spetszhytlofond" plays an important role in the allocation of budget funds in the capital’s construction sector. Since 2015, the head of this enterprise has been Volodymyr Shariy. During this time, there have been numerous reports in the public space about the connections of "Spetszhytlofond" with business structures affiliated with Komarnytskyi.
In December 2024, the Kyiv City Council approved a decision to increase the authorized capital of KP "Spetszhytlofond" by a record 3 billion UAH. These funds were to be directed towards the construction of housing for internally displaced persons, military personnel, and agents of disaster consequences liquidation.
"Spetszhytlofond" has repeatedly been at the center of corruption scandals, raising concerns about the efficiency and transparency of its activities.
In July 2022, the police completed an investigation into the criminal proceedings regarding the embezzlement of budget funds amounting to 761.5 thousand UAH during the construction of kindergarten No. 536 on Bakhmatska Street in Novobilichy (Svyatoshyno district).
The enterprise committed financial violations amounting to a total of 240.47 million UAH in 2017-2018 and 70.4 million UAH in 2020-2021.
In February 2025, another scandal arose related to land corruption in Kyiv. The deputy director of ME "Spetszhytlofond," Yuriy Leonov, was dismissed following an investigation into the illegal appropriation of land plots in the capital.
