The wife of the Zakarpattia official of the Ministry of Internal Affairs Isak became a millionaire after the start of the war

The wife of the head of the Service Center of the Ministry of Internal Affairs of Zakarpattia, Roman Isak (Deputy Head of the Regional Service Center of the General Service Center of the Ministry of Internal Affairs in Lviv, Ivano-Frankivsk, and Zakarpattia regions), became a successful entrepreneur with multimillion-dollar income after the start of the full-scale war. 

This became known from the 2024 declaration of the official.

The official lives with his family in the village of Minai, Uzhhorod district, Zakarpattia region. The declaration mentions his wife Oksana (maiden name Hryhoryk) and two children — daughter Sofiiya and son Roman.

The Isak family has access to several real estate properties, but Roman himself is not the owner of most of them:

• plot (850 sq. m) in Minai, acquired on July 11, 2014. Owner — Halyna Hryhoryk
• plot (150 sq. m) in Minai, acquired on November 17, 2014. Owner — Vasyl Hryhoryk
• house (208 sq. m) in Minai, acquired on September 4, 2015. Owner — again Halyna Hryhoryk. Price not indicated.
• apartment (73 sq. m) in Uzhhorod, acquired on September 13, 2023, for 1.5 million UAH. The only property that belongs to Roman Isak personally.

In the declaration, six vehicles are listed, and almost all belong to his wife Oksana:

• Volvo FH (2015) — truck, acquired on September 13, 2022, for 1.87 million UAH
• Kögel S24 (2016) — trailer, acquired the same day for 838 thousand UAH
• Volvo FH 42-T (2010) — truck, acquired on September 13, 2022, for 1.03 million UAH
• Krone SD 27B (2013) — trailer, acquired the same day for 464 thousand UAH
• Volkswagen e-Golf (2018) — passenger car, acquired on December 19, 2024, for 550 thousand UAH
• Audi A6 (2018) — passenger car, acquired on June 23, 2023. Owner — Vasyl Hryhoryk, Roman has usage rights. Price not indicated.

The vehicle fleet is impressive: four truck units purchased by the wife simultaneously in 2022 for almost 4.2 million UAH, plus two passenger cars. Since May 2022, the woman has been registered as a private entrepreneur with a business in «freight transport» at the address 41 Tupikova Street in the village of Minai. Incidentally, this address is listed in the Ministry of Social Policy’s register of subsidy recipients. Until 2022, the woman only received social assistance for children and was unemployed. However, by 2024 she had earned 3.4 million UAH.

Roman Isak’s salary, who previously worked in the Department of Economic Protection, amounted to 509 thousand UAH. Income from the sale of movable property — 400 thousand UAH.

In October 2024, Isak paid 400 thousand UAH twice to repay a PrivatBank loan (contract from December 2, 2022). This loan is not specified in the liabilities section, which may indicate its full repayment or a mistake in the declaration.

Roman Isak’s declaration shows a contrast: a modest civil servant salary and a substantial financial contribution from the entrepreneurial wife. Her income explains the vehicle fleet and the apartment, but questions arise about the source of funds for the 2022 purchases (4.2 million UAH) when the 2024 income amounted to 3.8 million UAH. The real estate registered to relatives and discrepancies with loans add intrigue.
