NATO has released the final declaration of the summit in The Hague: Assistance to Ukraine, but no membership
In the final document of the NATO summit in The Hague, Ukraine is mentioned only once — member countries are encouraged to consider direct military assistance to Kyiv and support for its defense industry when calculating their own defense expenditures.
The declaration does not mention Ukraine’s membership in the Alliance.
The document also identifies Russia as a "long-term threat to Euro-Atlantic security". NATO members have pledged to increase defense spending to 5% of GDP by 2035, of which 1.5% will be allocated to protecting critical infrastructure, network security, enhancing societal resilience, and developing the defense-industrial base.
At the same time, after the publication of the declaration, NATO Secretary-General Mark Rutte stated that Ukraine’s path to membership in the Alliance is «irreversible».
