Deputy of the Verkhovna Rada Maryana Bezuhla noted that the Head of the President’s Office Andriy Yermak currently has the powers of the Prime Minister, and the head of the "Servant of the People" faction David Arakhamia is the Speaker of the Verkhovna Rada.

This fact became known from the deputy’s post.

According to the politician, the current Speaker of the Verkhovna Rada Ruslan Stefanchuk allegedly "lacks subjectivity and initiative." At the same time, the head of the Ukrainian government Denys Shmyhal is "generally apolitical."

"Thus, the vacuum was filled, and this vacuum was occupied by David and Andriy. As natural political antagonists — the legislative and executive branches, designed to control each other. Shmyhal is not ’David’s man’; he is neutral, focused on current tasks, a technocrat. But Andriy wishes to have 100% his person, so he promotes his protégé, student, maximally loyal and understandable to him, Yuliya Svyrydenko, instead of showing courage and eventually taking the position himself, whose functions he has long been performing in fact. The same goes for David, who, without holding the highest formal positions but being the head of the ’Servant of the People’ faction and an active communicator, controls the entire parliament and can organize voting for the new Cabinet, or maybe not," she stated.

Bezuhla claims that both the Head of the President’s Office and the head of the "servant" faction can easily handle the duties of the head of government and the speaker of parliament. "In my opinion, both, as embodiments and leaders of the two branches of power, compete for control and reducing each other’s influence. Just as the Prime Minister and the Speaker would compete if the positions were held by those who actually perform these functions, not formally," added Bezuhla.
