The former head of the State Emergency Service in Vinnytsia region used subordinates for personal construction work — SBI

The former head of the State Emergency Service in Vinnytsia region forced his subordinates to build houses for him.

This was reported by the State Bureau of Investigation (SBI).

According to the investigation, from June 2024 to March 2025, he involved five rescuers in the construction and repair of properties in Vinnytsia and Kharkiv regions. The individuals were forced to work both during and outside of working hours, so instead of performing their official duties, they were building the official’s houses.

It is reported that the former head led the regional department for over 15 years and has been retired since the spring of 2025. Currently, he holds the position of head of a communal enterprise in Vinnytsia.

The suspect has been taken into custody: he faces up to 12 years in prison with confiscation of property.
