In Kyiv region, a scheme of "expedited" obtaining driver’s licenses for money was exposed
Residents of the Kyiv region attempted to profit from those eager to speed up the process of obtaining a driver’s license. For a "reward," they prepared the necessary documents for taking the practical exam. The perpetrators have been notified of suspicion.
As reported by KV, the press service of the Kyiv police announced this.
As it turned out, a 40-year-old man, the director of one of the driving schools in Kyiv, decided to build an illegal "business" targeting aspiring drivers. For this purpose, he specifically recruited accomplices and distributed responsibilities among them.
"Thus, one of the perpetrators was responsible for finding ’clients.’ He advertised the services near service centers in Kyiv. After discussing the details with the ’customers,’ he received the money and divided it among all participants in the scheme. Then, he passed the personal data of the ’client’ to his accomplice, who directly handled the preparation of documents regarding alleged completion of driving training and passing the internal exam," the statement reads.
Using the organizer’s personal key, the female accomplice gained access to the database. She then entered false information about the mandatory practical training allegedly completed by the ’clients’ at the driving school. As a result, she issued a certificate necessary for admission to the exam at the service center. The finished document was sent via messengers.
For such a scheme, the perpetrators demanded 8,000 hryvnias.


Law enforcement officers conducted authorized searches at the suspects’ workplaces and residences, during which they seized seals and stamps from various institutions, document blanks, flash drives with digital signatures, money, and other evidence of illegal activity.

Depending on the role played, investigators from the Podil district police department have already notified the suspects of suspicion under Part 4 of Article 368-3 (Bribery of an official of a private legal entity regardless of organizational form), Part 5 of Article 361 (Unauthorized interference with the operation of information (automated), electronic communication, information and communication systems, electronic communication networks), and Part 2 of Article 369-2 (Abuse of influence) of the Criminal Code of Ukraine. They face up to 15 years in prison.
